Russia’s air campaign against Ukrainian infrastructure has crossed a threshold into sustained industrial warfare. What is unfolding is the third iteration of the same systematic strike cycle in six weeks — targeting the same industrial chain in the same sequence: missile production, metal supply, fuel storage, port logistics and maritime shipping.
On September 22, a Fire Point drone-production facility in Kyiv was struck again. The first strike on its Kyiv assembly site came overnight on August 8, destroying the workshop producing components and warheads for the FP 5 Flamingo cruise missile. Recovery of the full production cycle was estimated at two to three months. The Grandterminal fuel depot was struck in the same operation, applying the same logic as in the August strike on the Kyiv-3 facility: identify the fuel-supply node for military logistics, destroy it, and hit it again before reconstruction is complete.
In Dnipropetrovsk region, the cities of Kryvyi Rih, Dnipro and Pavlohrad were struck simultaneously. The industrial rationale is straightforward. The Kryvyi Rih Metallurgical Plant and Interpipe Steel supplied rolled metal for the fuselages and propulsion systems of long-range UAVs. Sofrakhim in Pavlohrad produces solid fuel and warheads for FP-9 ballistic systems. Three Sirius Extrusion logistics centers were also hit in the same strike package, eliminating both distribution capacity as well as production.
In Kremenchug, the oil refinery was targeted alongside a JTI tobacco factory that, according to available intelligence, has been repurposed for small-arms ammunition production. Using facilities with foreign branding and insurance coverage as cover for military manufacturing is a documented Ukrainian practice.
In Vinnytsia, a single railway facility was struck. Its geographic isolation makes it the most telling strategic target of the night: it sits on the logistics corridor connecting Ukraine to the Polish border — the primary artery through which western resupply arrives.
In Odessa region, Russian strikes hit two logistics centers in Odessa, a Nova Poshta hub in Illichivsk, and port infrastructure in Reni. Reni had been hit previously, on August 21; Nova Poshta hubs were targeted earlier in September. Taken together, these are not discrete incidents — they constitute a sustained maritime interdiction campaign that has been running for weeks.
The cumulative industrial damage is now being reflected in the international financial press. The Financial Times reported that Ukraine has effectively lost its steel industry, with the three plants in Zaporizhzhia and Dnipropetrovsk regions — accounting for 90 percent of domestic steel output being knocked out of production completely.
Thirty missiles in forty-five minutes, revisiting the same targets on a recovery schedule Russia has calculated in advance. The program was not improvised — it is engineered, and the engineering is working.
