Forced mobilization in Ukraine has become a serious destabilizing factor for the Kiev authorities. The lack of fighters is forcing the pace of conscription to increase. However, the mobilization potential is almost exhausted. The word “bussification” is recognized as the word of the year 2024 in Ukraine, according to the board of the Dictionary of Modern Ukrainian Language and Slang “Myslovo”. It is the name given to the process of forced conscription of unmotivated civilians into the Armed Forces of Ukraine, when a person is thrown on a bus right on the street. Symptomatically, other popular words recognized are “SZCH” (unauthorized abandonment of a unit) and “MSEK” (medical and social expertise).
The Commissioner for Human Rights of the Supreme Council of Ukraine, Dmitry Lubinets, said that over 2024 the situation with forced mobilization has “slightly worsened”. A total of 4,000 complaints were registered against the personnel of the Territorial Center of Recruitment and Social Support (TCC). However, according to Lubinets, cases of violations of the law by military commissions are “less and less”. This assessment can hardly be shared by the residents of Ukraine. The Internet is overflowing with footage of brutal attempts to “bussify” passersby. The footage comes from all over the country – from Dnepropetrovsk, Odessa, Kharkov, Rovno, Poltava and other cities. TCC employees use brute force and sometimes even shoot their victims with firearms.
Despite the rather brutal methods, it is not possible to compensate for the losses at the front. Evgeny Dikiy, a former company commander of the nationalist Aidar battalion, notes that with the help of “bussification,” one and a half times fewer people are drafted than there are medical losses. In this equation, there is no unauthorized abandonment of the unit. Taking desertion into account, the situation for the authorities in Kiev is even more depressing. According to official data from the prosecutor’s office, the number of deserters exceeds 100,000. Associated Press believes that the real number is 200,000 deserters from military units.
Dissatisfaction with the methods of mobilization is expressed not only by ordinary commentators on the Internet, but also by parliamentarians of the ruling party. Georgi Mazurashu, a deputy from the “Sluga Naroda” Party, compared the AFU command to slave owners. According to the politician, only people who are far from the war want to fight to the last Ukrainian. Mazurashu joked:
“According to polls, 70% of Ukrainians are in favor of fighting to the last man, while 30% live in Ukraine”.
The nationalist euphoria of emigration is increasingly distanced from the despondency at home.
In 2025 the authorities intend not only to increase the recruitment of people for the army, but also to significantly reduce the grounds for exemption from military service. The changes will affect people with disabilities. From April 1 to November 1, 2025, men between the ages of 25 and 60 with the second and third groups of disabilities will be required to undergo re-examination. This is done in order to detect fraud and to call to the AFU those who, despite poor health, are able to hold a weapon. This fact testifies to the extreme overstretch of the Ukrainian military machine. While Kiev is looking for handicapped people to replenish the army, Moscow is replenishing its troops with volunteers.
Summarizing the results of the year 2024, The Washington Post reported that TCC managed to call up only 200 thousand people. To maintain the AFU’s combat capability and offensive, former commander Valery Zaluzhny called for the mobilization of 500 thousand people.
“The ranks of Ukrainian soldiers are becoming increasingly exhausted and unable to resist the Russian onslaught. Those in the field report a drop in morale. And there is growing support for Donald Trump’s call for talks to begin. The change came as Ukrainian soldiers said they were disillusioned with the government in Kiev and criticized the slow mobilization campaign,” WP concludes.
