An intelligence review commissioned by the Biden administration has concluded that “Russia has secretly funneled at least $300 million to foreign political parties and candidates in more than two dozen countries since 2014 in an attempt to shape political events beyond its borders.”
On September 12, the State Department shared the information with US embassies around the world in order to educate those countries on Russia’s activities, reveal Russia’s character and suggest countermeasures. Those countries must simply have laughed both at America’s hypocrisy and at America’s assumption of their own naiveté and short memories.
The first country identified as a victim of Russian meddling is Albania, the country that was the target of one of the largest early Cold War US attempts at a covert operation intended to shape political events beyond its borders by changing a government.
Despite the US intelligence review’s conclusion that Russia spent the money “as part of its covert campaign to weaken democratic systems and promote global political forces seen as aligned with Kremlin interests,” those were precisely the interests being pursued by the US. US planners knew their desired government would not be a democracy, and the people they were working with were not democratic. A memorandum assessing the situation in 1952 admitted that a “military dictatorship would probably result.” And that dictatorship “would enjoy the support of the United States as long as it remains friendly to the U.S. and its objectives and hostile to the Soviet government and its objectives,” according to a 1949 CIA document.
The unsuccessful US covert action that was adopted was given the name BGFIEND, and it cost the US the current equivalent of over $12 million in the first year. One year earlier, the template for giving money to political parties to influence elections and shape political events was made in Italy where, after forgiving Italy’s $1 billion debt to the US, the US gave at least $1 million, and as much as $10 million according to some reports, to the parties they wanted to win.
Ecuador is also listed as a potential country that was subjected to Russian election interference. But, if true, they wasted their money because they lost to a US supported coup that removed Rafael Correa from power. The sustained US effort kicked off with a 2005 cable from the US embassy outlining action for “desirable political and economic change in Ecuador.” The next year, a cable from US Ambassador Linda Jewell worried that a Correa election would “‘derail” US hopes as the embassy expects Correa to join Chavez and other nationalist South American leaders.” That cable confessed that the US had “actively discouraged potential alliances” with Correa and worked “in concert with other Ecuadorians and groups who share our vision.” In 2010, the expected coup came.
The intelligence review’s one sided review of history is easily exposed by the facts. During the Cold War, the US engaged in twenty-three covert rollback operations and two additional overt ones designed to replace governments friendly to the Soviet Union with governments friendly to the US, according to a detailed analysis by Lindsey O’Rourke, Associate Professor of Political Science at Boston College. The US engaged in a further twenty-five covert and one overt containment operation designed to prevent a country from entering into alliance with the Soviet Union. These attempts to shape political events beyond their borders were all undertaken to contain the Soviet Union. Altogether, O’Rourke counts sixty-four US covert interventions. Other studies place the number even higher. Richard Sakwa, Professor of Russian and European Politics at Kent University, cites a study that found that, combined, the US and the USSR intervened in 117 foreign elections during the Cold War. Eighty-one of those interventions were American.
But US interventions did not stop with the Cold War. Mark Weisbrot, Co-Director of the Center for Economic Policy and Research and an expert on Latin America, listed for me in a personal correspondence that “the US government has actively tried to destabilize or overthrow multiple governments in this hemisphere in just the 21st century, including efforts that contributed to actual military coups in Haiti (twice), Honduras, Bolivia, Venezuela, and regime change in Brazil and Paraguay; as well as other interference in Argentina, Cuba, Nicaragua, and others.” And that’s just this hemisphere.
Many of those actions, including Honduras, Ecuador, Haiti (2010), Paraguay, Venezuela and Brazil all occurred while Biden was vice president: not to mention the 2014 coup that Biden famously “midwifed” in Ukraine that was the catalyst for the current nightmare. While the US accuses Russia of spending $300 million dollars on political interference, the US government funded National Endowment for Democracy funded sixty-five projects in Ukraine. In December 2013, Victoria Nuland told an audience at the Ukraine Foundation Conference that the US had invested over $5 billion in a “democratic Ukraine.”
But American shock at Russia’s interference reaches its hypocritical apogee with the 1996 Russian elections in which the US massively interfered to thwart the will of the Russian people and keep Boris Yeltsin in power. The US spent more – much more – on that one election, where Russia was the victim, than they found for all of Russia’s meddling.
Russians wanted Yeltsin to lose the 1996 election; America wanted him to win. The problem was, he wasn’t going to: his approval rating had sunk to between 3% and 10%.
With direct support from the White House, American political consultants secretly assumed management of Yeltsin’s campaign. Three American political consultants were attached to Yeltsin’s official campaign headquarters and secretly ran his reelection campaign. As Time magazine broke the story, “For four months, a group of American political consultants clandestinely participated in guiding Yeltsin’s campaign.”
Richard Dresner, one of the three American consultants, maintained a direct line to Clinton’s Chief Strategist, Dick Morris. According to reporting by Sean Guillory, in his book, Behind the Oval Office, Morris says that, with Clinton’s approval, he received weekly briefings from Dresner that he would give to Clinton. Based on those briefings, Clinton would then provide recommendations to Dresner through Morris.
According to Stephen Cohen, late Professor Emeritus of Politics at Princeton University, President Clinton’s interference in Russian politics, his “crusade” to “reform Russia,” had by now become official policy. “Funded by the US government,” Cohen reports, Americans “gave money to favored Russian politicians, instructed ministers, drafted legislation and presidential decrees, underwrote textbooks, and served at Yeltsin’s reelection headquarters in 1996.”
The US “arm-twisted,” according to Russia scholar M.E. Sarotte, the International Monetary Fund to provide a $10.2 billion loan to Russia, the second-biggest loan the IMF had ever given. The New York Times reported that the loan was “expected to be helpful to President Boris N. Yeltsin in the presidential election in June.” The Times explained that the loan was “a vote of confidence” for Yeltsin who “has been lagging well behind … in opinion polls” and added that the US Treasury Secretary “welcomed the fund’s decision.”
America’s partners kicked in too. According to Putin biographer Philip Short, France “provided a secret loan of 1.5 billion US dollars” and Germany added another 3.5 billion.
Then ambassador to Russia, Thomas Pickering, even pressured an opposing candidate to drop out of the election to improve Yeltsin’s odds of winning.
Yeltsin won the election by 13%. There was extensive voter fraud. As a final touch to the successful US interference in the Russian election, Thomas Graham, then chief political analyst at the US embassy in Moscow, says the US was aware of the corruption and fraud but saw it as “a classic case of the ends justifying the means.”
Time magazine’s cover declared: “Yanks to the rescue: The secret story of how American advisers helped Yeltsin win”. In their own published accounts of the election interference, the three American political consultants boast that Yeltsin won because of their work. Pickering agreed. Cohen reports that the US ambassador to Russia boasted that “without our leadership … we would see a considerably different Russia today.”
Against this resume, the US intelligence review found $300 million worth of Russian meddling to shape political events beyond its borders. The nations they told must find America’s concern amusing.

Let’s try to consider what is happening not so much from the point of view of metaphysics, but from the point of view of applied economic and geopolitical circumstances. And let’s start with the fact that in June 2018 the G7 meetings were held, at which important issues on restructuring the financial system were discussed. At one of these meetings, resolution number 56 was signed, which gave the right, or rather, allowed all global transnational financial manipulations and expenses to be kept secret, which completely deprived the sovereignty of the heads of state and gave all power to transatlantic corporations, or, simply put, to bankers. On August 22, 2019, a forum of the G7 countries was held, where the question of how the financial system would be rebuilt was discussed. And the issue of cryptocurrency was discussed especially. They voted for a plan called “reboot.” This is a planned total reset of the world economy. At the same time, again, the leaders of countries, governments, losing their sovereignty, received restrictions on the liquidity of their economy and other resources. And the leaders of the central banks became those who would have to dictate all the rules of the game. A reconfiguration of the monetary system was planned. Central banks should take part in this, practically taking control of the functions of the treasury. Then in September 2019, the Fed enters the RPO market and begins to destroy the economy. All small businesses, medium-sized businesses are collapsing, and everything that created a less rigid vertical of power gave “oxygen” to business. Fraudulently, all volumes of the economy began to consolidate and all small businesses began to pass into the hands of corporations. And in order to finally create a rigid technocratic model of power, total vertical – all this required digitization. This system became more and more priority. In this system, people are always under tight control. And this means that the one who has the most complete list of data wins. Then the construction of this system becomes the equivalent of financial and political power. And interesting is the fact that the key issue is not so much software as the availability of data. Knowledge and intelligence are filled with data. Data is the new oil, it is the new gold. At the same time, the conventional economy is closed, and all this goes to the level of artificial intelligence that lives on this data. And the question of competition here is only in the presence of this data. This is the centralization of wealth. And this process must obviously contain a catastrophic regime for the implementation of this plan. This is war. Small businesses go bankrupt first. Absorption of this market. And on 08/22/19 it was decided to stop the economy. It was necessary to curtail the economy. In doing so, all power is centralized, and what we have seen in relation to geopolitical events is caused by part of this plan. I will not go far, we have all seen what has been happening since the beginning of 2020. And the history of “health” was also part of this plan, where the topic of data, artificial intelligence, subordination through digital control with a biological connotation, were also included in this plan. Of course, I am not talking about how these issues were resolved in a metaphysical sense. Indeed, globally, it is by the spring of 2023 that the first step towards this so-called economic reset, which in fact is a plan to create a kind of neo-prison for the peoples, should be taken. It can even be called the neo-colonization of the Earth.
The solar eclipse of April 2022 obviously set the tone for the big problems with Donbass. (Behind this concept, I mean the whole story with the DNR and LNR, which was not resolved). It has created such configurations that can lead astray, create extremely dangerous and destructive situations. And 30.10-11.11 is a kind of difficult transition, a struggle that will not be easy, and this threshold will have to be overcome. But there will be bright gaps (for example, 30.09), which will inspire with victories, although not final ones. In general, until the end of September it will be difficult to navigate, and the visible trends of this time will not reflect the reality that will begin to occur from October. And a particularly difficult time for Russia will be around September 22, and even November 22, or in the interval of this time. And, in general, autumn is the most difficult turn. It is slow paced and dramatic for all sides.
And the details will be such that in the 20th of September, Ukraine will receive reinforcements and around September 25, Russia may not be easy. In general, in the area of September 22, the time will come for quite severe restrictions and pressure for Russia. I do not rule out that the Russian elite will be subjected to ambiguous pressure in order to persuade it to take certain steps. But Russia will not deviate from its path. Although at this time in Russia news can be heard about the next “out of the game” of the former political leaders. New economic approaches and designs will also be discussed under conditions of high tension and restrictions.
If it is interesting, then we can single out special dates of tension, powerful pressure on Russia, and like signals from Above to the need to change the political and economic course of the country. As if hinting that internal issues require not a cosmetic, but a radical restructuring in all areas of management and the economy. And it will be extremely difficult for the country’s elite. This is how it is seen near such dates as: 22.09, 7.10, 7.11, 22.11. And the criticality that we are observing and will continue to observe has the task of creating the need to completely change the economic and managerial model, first of all, not to mention the need for internal consolidation. And the plan that is conceived from Above, as if it will be obligatory for Russia, as a powerful conservative treatment for future historical achievements.
But the main changes will begin in early October. In the 5.10 region, Russia will take active steps and this will be a military breakthrough. And October can be a hot fight time. But the answer in the vicinity of 7.10 can be tough. In general, this month around 7.10 -7.11 will be one of the most difficult. It is very likely that October 9-10 will become bright historical dates. This is the time when many military processes may be on the verge of a grandiose explosion. I do not rule out the heat of events to the extent that much will hang in the balance. And this will affect the Russian regions bordering Ukraine. But there is reason to believe that the biggest dangers will be neutralized. It must be said that in the region of these dates, the former Soviet republics, for example, Kazakhstan, may also be affected. It can affect him in a very unpleasant way. Events will come in waves. And for the sake of justice, it must be said that until the end of November the situation may not seem so unambiguous. And only by the end of November – the beginning of December it will be clear that a turning point has happened.
If we dissect the events in more detail, then by 22.10 and 2.11 breakthrough actions will be carried out. This may concern the liberation of some regions and economic victories. And November, as I have already written and said, will become a key moment in matters of military confrontation and political as well. And, despite this, in the vicinity of 19.10 for Ukraine there will already be a time of demonstrative loss as a state, as a land, if you can even talk about brotherly lands like that.
But following the current understanding of events, additional event inputs will be required to emphasize that the fight is lost. Perhaps these words of mine will seem premature at the time, but later this time may become one of the most important demarcation lines in history. Of course, Russia also looks very exhausted and may be forced to tighten its belt. Again, this is a very troubling moment for today’s Russian elite and leadership. For Russia, this will be a powerful signal to change the management model, the staff of key managers, as if the events themselves are forcing a change in course. This may also apply to security officials. It will be like a starting point for the final changes in the country’s domestic policy. Some of the leadership may leave for natural reasons. Frankly, both sides of the fight will face such difficulties, which will require a reboot. It is as if a new test of strength begins before an even more serious test takes place in the spring. Of course, everything is not decided in one day.
And, as usual, my forecast may not be immediately clear and obvious, since events will change color almost daily, and with such a sinusoid it will be difficult to orient and feel what the outcome of these events will be.
But the autumn round will be the key to almost half a year of tension in Russia. As if at first not everyone appreciated the level of radical changes that Russia needs, and after late autumn it became clear that you could not get away with minimal internal corrections. After all, after 8.11, a lot of things will come out of what is no longer viable. Both managerial chaos and discord in the country are no longer possible. But that, as they say, is bad news. But there are also good ones. From the beginning of October to the end of December, a trend towards the restructuring of the financial system in the country will begin. And, oddly enough, I do not see Russia losing any land; rather, it is gaining it. Although I will say in advance that March 2023 is still ahead, which could aggravate this situation and again put Russia in a situation of tension on these land issues. But more on that later.
Ukraine after 8.11 looks like ashes and what will happen there at that time, I do not find loyal words. And I do not want to look for words, because with all my heart I wish that the transformations that the planets promise would not be so destructive. And at such moments of consideration, I would like to say that even if the planets require deep defragmentation, then let it be done reasonably … But in response … silence … Maybe someday people will understand that Astrology is not given for bad and good predictions, but as a tool monitoring and timely corrections that the planet requires. And not for people to become a deaf instrument of barbarism in moments of incomprehension of the signals of the cosmos.
Yes, the first attempts of a restorative nature or something like the strengthening of Ukraine can be scheduled for early January. But all this is unlikely to be something really positive. At such a time in such a planetary alignment, I often see this moment accompanied by new shipments of weapons and mercenaries. But by the second half of January, some agreements may emerge, although I do not think that this will be the final decision. And, in fairness, I will say that the difficult beginning of February for Ukraine, this will not yet be the end of the difficulties for it. There may still be a poisonous beginning of March, and this will especially affect the psyche. And by the warm spring, Ukraine may be close to becoming a new testing ground, but, most likely, it will bypass it, at least temporarily. In any case, in the spring Ukraine will begin to completely change its geographical and administrative structure, all systems will be destroyed to the bottom. But at the end of April – in May, I still see a certain creative beginning.Wash.
And what about Russia. In such difficult times, it is difficult to write about Russia without emotions, but that is what I would like to do. After the fall of 2022, the country will begin its restructuring, or rather, in parallel, the destruction of the old system will occur and the sprouts of a new one will break through.
And yes, before the beginning of October it will not only be difficult to act constructively, but also to soberly assess the situation. After all, in her last forecast she wrote about September, speaking of it literally like this: “lie on a lie.” And this is not only informational hysteria, but also the hysteria of everyone who scales it. And yes, Russia will gather strength and give an answer by the beginning of October. But it will be a difficult and rather long way, as I already wrote, with big losses. Will there be winning things? Yes! This part can be seen in the vicinity of 5.10, 22.10. Will the powers that be intervene? I think yes! And I do not exclude that by the time of 25.10 and 8.11, in this period of time, other circumstances will interfere in the plot that may affect the situation. These are natural processes, both economic and political. By the way, after this threshold of time, the President of Russia will change a lot.
Generally speaking, the situation of the created heavy military tangle is unlikely to unravel in an obvious way until 11/24. Only after this time will the process begin to develop more clearly, although the results of Russia’s progress can be more clearly seen by mid-December.

And even if we assume that a breakthrough will still be made from October 2022 and progress will already be made in matters of confrontation, the overall picture of tension will still remain. In this case, we are talking about changes in domestic economic issues, the activation of internal resources.
And in February, the second phase of tension for Russia may begin. But here we can already talk about some kind of military partnership or, in official language, military cooperation.
As for the Ukrainian side, in mid-February 2023, many partnership promises will not be fulfilled, I mean the support of the West. And NATO may be hatching more radical methods, planning to solve everything “in one fell swoop.” And geopolitical events may seem to force us to look for solutions in the regime of agreements. Although this will be another maneuver, and not a final solution to the issue. And in March, Russia will be put forward very uncomfortable conditions related to territorial issues. The situation will become ambiguous. And here comes the time for a very important historical turn, which I mentioned a long time ago.
I started from the Donbass as a place or starting point for long-established complexities. I understand if it seems to someone that sounds too soft. Of course, one of the milestones of overcoming will be mid-November, after which some of the difficulties will go away. Both the structure of the economy and the authorities can begin to rebuild. But the internal discord is very pronounced, which will not allow you to live in peace and can create extremely painful moments. Even by mid-February, I see the possibility of an acute separation. There is no unity. But still, one of the key event points will be mid-January, approximately 01/17/23. It resembles a combat choice, strong tension, a high degree of explosiveness. This time will make you self-determine. And at the same time, the people of these long-suffering places will have a chance to receive status. At the same time, February can provoke people to separate on two sides of the barricades. Mid-February is an ambivalent time.
On the one hand, this is a struggle to strengthen and expand the capabilities of this region, but, on the other hand, again, provocations are seen. And people can’t make unambiguous decisions. The fight will continue into March. But April can change a lot. He can “mix all the cards”. And while it is very difficult to talk about the unequivocal outcome of this story, as the spring will bring new challenges. But everything can change and go according to a different scenario, if somehow a document is formally signed, at least somehow changing the status of these places.
It is extremely difficult to write forecasts at such a time. And I understand the full degree of responsibility that you have to take on. But the most difficult thing is to see the main path behind a huge set of events, news, opinions and emotions, which becomes more obvious only after some time. And it seems to me that the main thing is not to forget that we are moving towards one of the apotheoses of that historical sinusoid, where responsibility for the actions and thoughts of everyone becomes equivalent to responsibility for the entire planet. The intemperance of each can be costly for a large number of people. And it is important to understand that the war is not waged by the people, but only the people can stop it. 3. the russians have failed to create a follow up to the former sowjet idiology to persuade other
countries and their people to follow them or at least do not act hostily towards them.
