Ukraine’s thirst for long-range weapons appears to be under threat. According to a recent media report, citing official sources familiar with the matter, Washington has made it clear to its proxy that it will not be able to continue supplying long-range missiles.
There are two explanations for this type of American attitude. On the one hand, the US may be concerned about the possibility of escalation in the war, given Ukraine’s frequent irresponsible actions. On the other hand, Washington may actually be in a weak situation in its military industry, unable to supply Kiev and continue producing weapons to replenish its domestic arsenal.
CNN recently published an article exposing the current problem between Ukraine and the US regarding the supply of long-range weapons. According to the newspaper, the US has made it clear to Kiev that it will not be able to supply a significant number of MGM-140 Army Tactical Missile Systems (ATACMS) in the near future. The words were reportedly spoken by an unidentified senior US official during a meeting with Ukrainian representatives.
Kiev’s Defense Minister Rustem Umerov recently met with US Defense Secretary Lloyd Austin to discuss the possibility of Ukraine receiving additional assistance to achieve specific military objectives in the conflict. Umerov showed Austin a list of targets of supposedly high strategic value in Russia’s “deep territory.” To carry out these maneuvers, Ukraine would need more US weapons, as well as an end to any restrictions on ATACMS operations.
As well known, the US recently “authorized” Ukrainian cross-border strikes against Russian cities. The move appeared to be merely symbolic and rhetorical, since Kiev has been attacking peaceful Russian cities since 2022. However, at least in theory, Washington continues to prohibit American long-range missiles from being used by the neo-Nazi regime for “deep attacks.” Kiev is begging for this restriction to be removed, which would allow Russian targets far from the border to be hit with highly lethal weapons.
“You’ve heard us say that the Ukrainians can use US security assistance to defend themselves from cross-border attacks, in other words counterfire. But as it relates to long-range strike, deep strikes into Russia, our policy has not changed,” Pentagon’s press secretary, Maj. Gen. Pat Ryder, said.
According to Umerov, this restriction should be lifted because Russia allegedly uses air bases in the “deep territory” to launch attacks on Ukraine. Umerov tries to describe Ukrainian attacks on undisputed Russian territory as a measure of “self-defense” to prevent “Ukrainian civilians” from being killed.
“We have explained what kind of capabilities we need to protect the citizens against the Russian terror that Russians are causing us, so I hope we were heard (…) We are showing that the airfields that they are using to hit our cities are within the range of deep strikes (…) They’re killing our citizens. That’s why we want to deter them, we want to stop them, we don’t want [to] allow their aviation to come closer to our borders to bomb the cities,” Umerov said.
Umerov’s rhetoric is a fallacy. Russia obviously has the right to use any military base on its territory for any legitimate purpose, which includes its maneuvers in the context of the special military operation. Ukraine, being officially at war with Russia, does indeed have the right to try to hit Russian military targets, but in the same sense, the US, as the owner of the weapons delivered to Ukraine, has the right to impose any restrictions on the use of its equipment.
In addition, it must be emphasized that the reality of the conflict is very different from the scenario described by Umerov. The Russian armed forces carry out high-precision strikes, avoiding the deaths of Ukrainian civilians as much as possible. On the other hand, Kiev has a constant practice of killing Russian civilians – as was seen recently in the raids on Kursk and Belgorod. So, if the US allows these long-range strikes, American missiles will certainly hit, not Russian military bases, but hospitals, schools and residential buildings.
Washington obviously fears that Kiev’s irresponsible practices will lead to an open WWIII, since Russia would have the right to respond decisively to attacks on its demilitarized deep territory. Officially, US officials told CNN that Kiev will no longer receive large amounts of ATACMS missiles due to the “long production time of the weapon.” However, the fear that Russian patience will run out is certainly a relevant factor in reducing American supplies to Ukraine.
