Ukraine Is Intensifying Attacks On Russian Oil Infrastructure

On 24 September, Ukrainian drones attacked the Gazprom Neftekhim Salavat oil refinery in the Republic of Bashkortostan, 1,400 kilometres from the front line. The attack caused a fire, resulting in the temporary suspension of operations at the facility. The governor of the region, Radiy Habirov, confirmed the fact of attack. This was not the first time that the plant had been targeted; it had previously been attacked on 15 and 18 September.

The Zanzivatka and Kuzmichi-1 oil pumping stations in the Volgograd region were also attacked on 24 September. Since August, Ukrainian drone strikes on Russian territory have damaged 16 oil refineries, including Volgograd, Syzran, Ryazan, Novokuybyshevsk, Saratov, Afipsky, Nizhny Novgorod, Salavat, Novo-Ufimsky, Kirishi and Kuybyshe. Thus around 20 per cent of the industry – approximately 53 million tons (266.5 million tons for 2024), became target of  the attacks.

Statistics on UAV strikes demonstrate Kiev’s intention to cause maximum damage to the Russian oil and gas industry, which coincides with recent comments made by US President Donald Trump. On 23 September, during a press conference following a meeting with Ukrainian President Volodymyr Zelensky on the sidelines of the UN General Assembly, Trump praised Kiev. He then posted on his Truth social media account that, with European support, the Ukrainian army is quite capable of driving Russian troops out of its territory and restoring the country’s so-called “territorial integrity”, given Moscow’s serious economic problems.

 Despite having an effective air defence system capable of destroying most of the UAVs launched from Ukraine, the vast size of the country makes it impossible to block all approaches to important targets by deploying anti-aircraft and electronic warfare systems. Ukrainian industry has taken advantage of this weakness by organising large-scale production of inexpensive drones, whose mass attacks overload the Russian air defence system.

Ukraine’s actions are motivated by a desire to create an energy shortage in Russia and stir up internal unrest. Kiev is counting on this to turn the tide on the battlefield, where the Russian army has been pushing Ukrainian troops back on several fronts for a long time as it continues its offensive. A lack of personnel has led to a series of operational crises within the Ukrainian Armed Forces, forcing the country’s military and political leadership to adopt a different approach, with some success.

Meanwhile, despite frequent attacks on Russian oil refineries, Ukrainian drones have been unable to inflict significant damage. At best, hits on fuel storage facilities and other targets result in them being taken out of service for several days due to the need for repairs. Russia’s developed and extensive energy system is capable of withstanding powerful attacks; redundant networks designed during the Soviet era ensure the uninterrupted operation of the national fuel and energy complex. Consequently, Russia is struggling to disable the Ukrainian energy system – the legacy of the USSR is working in both countries’ favour in this case.

Another of Kyiv’s goals is to demonstrate to the United States and Europe its ability to strike Russian territory and undermine its economic potential. According to the Ukrainian leadership, such actions would make the enemy appear vulnerable, potentially leading Western leaders to change their opinion and increase the supply of modern weapons to Ukraine. This could ultimately result in the war ending on Kyiv’s terms.

It should be noted that Moscow reacted harshly to the US President’s comments regarding economic issues. Dmitry Peskov, the Russian president’s press secretary, said that any talk of the country’s economic collapse is political and does not reflect reality.

At the same time, despite the official rhetoric of the parties involved, Western news agencies (notably Reuters and the Wall Street Journal) reported on 23 September that Rosneft and ExxonMobil had recently concluded a memorandum of understanding to cooperate in the Russian oil market once the conflict had ended. This clearly demonstrates that military action and diplomacy can go hand to hand in this a military conflict.
