The White House has officially approved its approach to the Ukrainian conflict. It presents a new vision of the current situation in Europe. The previously monolithic unity of the West is beginning to crack.

In November 2025, the U.S. government published a new National Security Strategy. This document significantly impacted the country’s foreign policy. It outlines the primary issues in the realm of US national security and the planned solutions.
The strategy indicates the direction in which Americans will focus their political, economic, and military efforts in the coming years. The first edition of the strategy was released in 1987 during the Reagan administration. Since then, each administration has published at least one version of the strategy. The country’s priorities have changed in line with the strategy.

For instance, George W. Bush’s 2002 strategy initially focused on fighting terrorism after 9/11; however, by 2006, the focus had shifted to spreading democracy worldwide. Obama’s 2015 strategy spoke of partnering with China, but Biden’s 2022 strategy identified Beijing as the primary competitor on the global stage.
The administration led by former President Donald Trump retained some principles and approaches to national security. However, new provisions have also appeared that could seriously impact the current international situation in the near future.
A fresh perspective
The regional sections of the strategy begin with the Western Hemisphere. There, Trump introduced an “addendum” to the Monroe Doctrine, which secured South America as an area of U.S. interest in the 19th century. The document proclaims the restoration of American dominance in the region. This means that China’s growing presence in Latin America will be met with significant opposition. The strategy explicitly states that the White House aims to limit “hostile” foreign presence in the region.

In East Asia, the United States intends to restore the balance of economic relations with China based on reciprocity and fairness. They plan to increase cooperation with their QUAD allies — Australia, Japan, and India. This organization is also called the “Asian NATO” because its main goal is to contain Chinese military expansion. A primary objective is to prevent a military conflict over Taiwan by maintaining military superiority over Beijing.
According to the document, the Middle East is gradually fading from the U.S. political spotlight. This is due to the diversification of hydrocarbon supply routes. The region has also ceased to be a battleground for the great powers. Iran’s military and nuclear capabilities have reportedly been seriously undermined by Israeli airstrikes and the US operation “Midnight Hammer.” Consequently, the White House claims that the Middle East has become much calmer and will soon be an ideal location for growth in production and investment.

Declaration of Schism
The new strategy marks a significant change in the U.S.’s approach to Europe, Russia, and the Ukrainian conflict. The White House officially acknowledges that the European Union’s problems are deeper than expected and that its strategies have failed on a number of issues. Chapter C, page 25:
“… Europe’s real problems are even deeper. Continental Europe has lost its share of the global GDP—falling from 25 percent in 1990 to 14 percent today—due in part to national and transnational regulations that hinder creativity and industriousness.”
“The larger issues facing Europe include the activities of the European Union and other transnational bodies that undermine political liberty and sovereignty; migration policies that are transforming the continent and creating strife; censorship of free speech and suppression of political opposition; declining birth rates; and loss of national identities and self-confidence.”

The White House has officially announced its position as a mediator in the Ukrainian conflict. Consequently, if the hostilities continue, Kyiv can only rely on its European allies, whose financial and military reserves are smaller than those of the United States.

The key point of this paragraph is the desire to stabilize the EU economy, prevent the spread of war, and restore strategic stability with Russia. Ukraine is mentioned only four times in the strategy, once directly in the above paragraph. There is no mention of providing military assistance or support to achieve victory on the battlefield.
The phrase “reconstruction of Ukraine to enable its survival as a viable state” shows that the United States is not considering a military victory over Russia. Their primary interest is ensuring Ukraine’s survival. Consequently, the American administration is seriously considering the possibility that Ukraine will cease to exist as a state. Since the strategy is designed for the next several years, the intention to restore and preserve Ukraine suggests that the conflict may end soon.
At the end of the chapter is a list of U.S. goals in the region, ranked by priority. Normalizing relations with Russia is at the top. The second point is equally interesting: the Americans intend to make the European Union independent, both economically and militarily. The growing number of internal problems in the U.S. is forcing the U.S. to reduce its support for its European allies. The publication of the official position should send a clear signal to EU leaders.
Almost last but not the least is a statement about the perception of NATO. The Ukrainian conflict is precisely the result of a clash between Russian and Western interests. Vladimir Putin has repeatedly stated that NATO’s eastward expansion threatens European stability. Various attempts were made to establish dialogue and document areas of interest to both Russia and the European Union. However, in 2022, diplomacy fell silent and the guns began to speak.

Conclusion
Such officially documented shifts in American foreign policy can be assumed to be the result of a number of important factors. A clash between the superpowers, the U.S. and China, is becoming more likely with each passing year. The European region is consuming a significant amount of military and financial resources. If the conflict escalates, Washington may not have enough strength to respond.
Russian-American diplomacy is beginning to bear fruit. Frequent visits to Moscow by U.S. Special Representative Steve Whitcoff are proof of this. The countries have likely found areas of cooperation and prospects for mutually beneficial joint development. Furthermore, the White House is interested in preventing the formation of a military-political alliance between Beijing and Moscow.
As a demonstration of good intentions, Donald Trump has documented his position, which suits Russia. Specifically, he has positioned the US as the main mediator and stakeholder in the peace talks. There has also been no official statement of support for Ukraine in the conflict. The last acute issue for Moscow regarding NATO is also planned to be resolved. The alliance has announced its intention to change its policy of constantly expanding its sphere of influence.
European allies are unlikely to be happy with such changes. Economic and defense sovereignty will place a heavy burden on taxpayers. Washington’s public distancing from Brussels is a cold dose of reality.
