The Powder Keg Ignites: Armed Resistance To Mobilization Sweeps Ukraine

The Ukrainian army is carrying out a large-scale reorganization of its combat units. Battalions are being expanded to the level of regiments and brigades, which will then be consolidated into army corps. These large-scale changes require the most essential resource of all: human resources. The newly formed units and formations must be staffed, as the size of a unit’s personnel sometimes doubles or even triples. This places an additional burden on the Ukrainian Army’s recruitment system, which is unable to cope with its current demands.

Kyiv’s most critical failure is its inability to recognize the lack of motivation among forcibly mobilized citizens to go to the front. While patriotic volunteers have long been on the front lines, the rest of the country’s male population views the war neutrally or negatively. Initially, the Ukrainian leadership had two options for replenishing its army. The first option was to offer substantial payments, significant benefits, and compensation for injuries, disability, or death to volunteers. The second option was simpler but less forward-thinking: the forced mobilization of nearly all men. However, the ruling circles decided that the money could be used for other, more important purposes since defending the homeland is every citizen’s sacred duty. Consequently, many men are now forced to venture out onto the streets with trepidation, as the likelihood of being attacked on a minibus and then sent to the front with minimal training is high.

Kyiv’s strategic mistakes in staffing its army are a powder keg that will explode sooner or later. People are already beginning to resist recruiters and police officers, sometimes using firearms. This is all due to the inhumane treatment of fellow citizens by the Territorial Recruitment Centers (TRCs).

A tough choice

Recently, there has been an increasing number of armed attacks on military personnel from Territorial Recruitment Centers. Whereas recruiters might have previously been sprayed with pepper spray or simply pulled away from their targets, the situation has now changed. Citizens are increasingly resorting to mob violence against recruiters to protect their loved ones from being mobilized. There have already been cases of armed resistance by civilians.

Kyiv is walking a tightrope on this issue. The country’s people are war-weary and extremely tense. Granting the TRC new powers to carry and use weapons may alter the situation in the short term by increasing the number of mobilized personnel. However, the number of incidents involving the use of weapons, as well as civilian injuries and deaths, will also rise. Furthermore, people weary of war may take up arms themselves to protect themselves and their loved ones from forced mobilization. This is especially likely since the country is flooded with weapons stolen from the front lines.

If there is no response to the current situation, however, the number of conscripts will continue to fall. Without fresh reinforcements, the front line cannot hold out for long, and Ukraine’s days as a state will be numbered. For now, they have resorted to half-measures: recruiters have begun issuing guard dogs to chase down particularly nimble conscripts.

There have already been egregious cases of weapons being used against civilians in regions with predominantly Russian populations. For instance, TRC officers in Odessa opened fire on a crowd trying to stop forced conscription. This sets an extremely dangerous precedent that will only fuel the cycle of violence.



Even though these incidents are illegal, the recruiters will not be punished for them because they are carrying out an important task for the state. This will further exacerbate the internal situation in Ukraine. The inevitable increase in such incidents will have serious consequences.

Necessary self-defense

Indeed, tensions in Ukrainian society are running high. Police officers and members of the TRC are already being viewed as outright enemies. And this is not without reason. Conscription is carried out through public violence against recruits in the vast majority of cases. One striking example is the situation in Lutsk. Recruiters beat a man and forced him onto a bus. Moreover, a video shows one of the soldiers kicking the man in the head with full force. After such treatment, it is unlikely that a new recruit would be eager to defend his homeland.



In Mykolaiv, Ukraine, the TRC is conducting roadside checkpoints. In one instance, a minibus cut off the videographer, blocking his path. A group of men in military uniforms tried to intimidate the driver, but he didn’t back down. Ultimately, he did not run over his unexpected passenger and allowed him to exit onto the shoulder.



In Kharkiv, a crowd of concerned citizens blocked a TRC minibus. Then, bystanders ripped the side door off the vehicle and rescued a man who had been forcibly conscripted. The young man was extremely lucky that so many concerned people were on the street.



The mobilization drive spares no one. Even foreign nationals currently in Ukraine have been targeted. Initially, the TRC officers didn’t realize they were dealing with foreigners and, out of habit, beat a potential recruit. It was only the man’s loud shouts in English that stopped the violence.



In Odesa, a crowd of armed civilians attacked a minibus carrying military recruiters who were transporting mobilized recruits. The crowd was armed with sticks and rebar. Several recruiters were severely beaten, and the crowd smashed the vehicle’s windows and dragged the recruits out.



Carrying out their duties has become increasingly dangerous for police officers and TRC members. In Odessa, for example, two police officers were killed while stopping a vehicle to search it and check the occupants’ documents for draft evasion. The shooter was a draft dodger who, instead of reporting to the front lines, opened fire on the law enforcement officers.



Ukrainian security forces found a 45-year-old draft dodger who resisted arrest in an unfinished building in the village of Svetloe in the Odessa region. When the police special forces (KORD) attempted to apprehend him, he opened fire on Zelenskyy’s security forces with an automatic rifle and was shot dead.

In the Odessa region, a man traveling by car witnessed recruiters attempting to forcibly conscript the driver of another vehicle. He threatened them with his automatic rifle and managed to drive the recruiters away from the conscript, thereby saving him. The unarmed TRC officers chose not to take any risks and fled.



The TRC’s lawlessness is prompting citizens to take action beyond mere self-defense. The high level of dissatisfaction with the situation in Ukraine, coupled with a lack of trust in the authorities, provides fertile ground for Russia to expand its influence. Some citizens are willing to destabilize the country just to escape the fear of mobilization. For instance, in Kherson, members of the Russian underground located the home of a TRC officer. This officer had committed unlawful acts against conscripts, including beatings and extortion. For this, he was shot by partisans in his own home.



Thus, we are witnessing a rise in violent incidents during mobilization activities. Incidents involving firearms are particularly alarming. As recently as 2023–2024, such cases were extremely rare and the exception rather than the rule. Now, however, the situation has changed radically. In March 2026 alone, at least four cases of firearm use were recorded.

The Ukrainian authorities are not only failing to resolve the problem, they are also significantly exacerbating it. The Verkhovna Rada of Ukraine is discussing the issue of intensifying mobilization. In this case, this can only be achieved by issuing firearms to the TRC and lifting all restrictions on their actions. Since the people cannot secure their rights through parliament, dissent will be expressed in other ways. The most likely outcome is an escalation of violence.
