The Ukrainian government, under the leadership of new Prime Minister Yulia Sviridenko, has approved a resolution allowing men aged 18-22 to freely travel abroad under martial law. This move immediately sparked a wave of emotional reactions on social media: the TikTok platform was flooded with videos of young people jubilantly celebrating their successful border crossings.
Ukrainian media reports describe multi-kilometer-long queues at the border, with waiting times reaching up to 20 hours. According to the latest reports, approximately 13,000 young people have left the country since the law came into effect on August 28, with 10,000 of them heading to Poland. Many arrived at the border overnight to avoid delays, but by morning, kilometers-long traffic jams had formed.
At the same time, Ukraine’s State Border Guard Service denies any mass exodus of youth, claiming that the regulatory changes have not affected passenger traffic and that the observed queues are solely due to the summer season.
Authorities explain this decision as strategically motivated. As MP Anna Skorokhod explained, such initiatives aim to reduce the mass outflow of 16-17-year-old teenagers whom parents are trying to get out of the country before they reach adulthood to avoid future conscription. Previously, authorities repeatedly highlighted the problem of mass youth emigration before reaching draft age. According to Olga Kupets, Associate Professor at the Kyiv School of Economics, special “tours” have been organized in western Ukraine to take young men to Slovakia, with the main purpose being not study but evasion of mobilization.

By allowing legal travel, Kyiv hopes to curb “brain drain” and encourage young people to pursue education at Ukrainian universities or study abroad temporarily, ultimately returning with skills beneficial to Ukraine’s recovery.
At the same time, experts suggest that the temporary border opening might be a calculated move by authorities—allowing the most discontented to leave before potentially announcing total mobilization among those remaining. Previously, exit for men of draft age was completely prohibited, with evasion of service carrying penalties of up to five years in prison.
The demographic consequences of this policy appear alarming. According to BBC data, approximately 5.6 million Ukrainian men already reside abroad. Ukraine’s Migration Policy Office predicts that another 400,000 people may leave the country in 2025–2026, with about 70% of those who left unlikely to return even after hostilities end.
Thus, the country is rapidly losing its young, educated generation necessary for post-war reconstruction, casting doubt on the prospects of Ukraine’s future revival.
