Israel and Syria on January 6 agreed to create a mechanism that will facilitate de-escalation, diplomacy and commercial opportunities between the two countries.
The preliminary agreement came on the second day of talks in Paris, France, which were directly mediated by the United States.
A joint statement from the two countries and the U.S. said that the talks resulted in the creation of a “joint fusion mechanism” — a “dedicated communication cell” meant to “facilitate immediate and ongoing coordination on their intelligence sharing, military de-escalation, diplomatic engagement and commercial opportunities under the supervision of the United States.”
The joint mechanism will also serve as a means of rapidly resolving disputes, the statement, issued by Washington, added.
The talks, according to the statement, “centered on respect for Syria’s sovereignty and stability, Israel’s security, and prosperity for both countries,” and both Syria and Israel reaffirmed “their commitment to strive toward achieving lasting security and stability arrangements for both countries.”
“The United States commends these positive steps and remains committed to supporting the implementation of these understandings, as part of broader efforts to achieve enduring peace in the Middle East,” the statement said.
“When sovereign nations cooperate in a respectful and productive way, prosperity will be unleashed,” it added.
The joint statement “reflects the spirit of today’s great meeting and the Sides’ determination to turn a new page in their relations for the benefit of future generations,” the three countries said.
Axios reported, citing a U.S. official, that the joint mechanism proposed by the U.S. will be based in Amman, Jordan, and will work on sharing intelligence and coordinating military de-escalation under U.S. supervision in southern Syria.
According to Axios, each side would send representatives to the dedicated communication cell to focus on diplomatic, military, intelligence, and commercial discussions.
“The coordination cell will be the engine of the process, and the United States will be the permanent mediator,” the U.S. official said, according to the report.
The news website added that the proposed economic zone would include wind farms, an agricultural sector, “the best ski resort in the Middle East,” and the Druze community, known for its hospitality.
The U.S. official said that regional partners had already committed to financing the project, but declined to name any countries.
In addition, an Israeli official told the news website that Israel and Syria also agreed to begin taking confidence-building measures.
“Both countries expressed a desire to reach a security agreement under President Trump’s vision for the Middle East,” the official said.
Meanwhile, a Syrian source close to Islamist President Ahmed al-Sharaa’s was quoted by Israel’s Channel 12 news as saying American pressure has created “fertile ground for potential progress toward a security agreement with Israel.”
“The indications from the Syrian side point to a positive direction on the path to formulating a security agreement that will provide a response to the demands of both sides, without the need for [Israeli] military presence inside Syria,” the source reportedly said.
“It seems like the U.S. is interested in a quick deal. We are ready to provide the Israeli side with security guarantees that will be acceptable to everyone in exchange for its withdrawal from Syrian territory. This is a step that simultaneously creates a sense of comfort for Israel and Syria.”
The source noted, however, that Syria has not compromised on its position on Suwayda, where Israel has demanded a “humanitarian corridor” be opened to support the Druze community there.
“The matter will be solved between the locals themselves, without arms or external support. It seems that on the Israeli side, there are indications they agree in principle on this matter,” the source added.
Another Syrian source close to Sharaa told Israel’s i24NEWS that Syria also does not object to Israel opening a liaison office in Damascus.
At the same time, Reuters reported that Syria believes any agreement must include the reactivation of the 1974 disengagement agreement and the withdrawal of Israeli forces to positions held before the fall of the regime of former President Bashar al-Assad.
In a statement issued later on the day, the office of Israeli Prime Minister Benjamin Netanyahu said that talks with Syria “took place as part of President Trump’s vision to advance peace in the Middle East.”
Israel “emphasized the importance of ensuring the security of its citizens and preventing threats along its borders,” according to the statement, which also said that Israel’s negotiators also stressed the country’s “commitment to promoting regional stability and security, as well as the need to advance economic cooperation for the benefit of both countries.”
The joint mechanism proposed by the U.S. is very similar to the one the Palestinian Authority and Israel agreed on in the framework of the Oslo Accords in the 1990s. Similar to what happened in the occupied West Bank, the agreement will likely end up granting Israel full security control over a demilitarized southern Syria, including the governorates of Suwayda, Daraa, Qunitra and Rif Dimashq.
In addition, the investments promised by the U.S., especially in the agricultural sector, could help Israel establish economic control over southern Syria, possibly facilitating future settlement in the region.
Thus, it is safe to assume that the agreement, if put into action, will very much end Damascus control over southern Syria, even if Israel withdrew from some areas.
It is still unclear what Sharaa and his Islamist allies will get in exchange for giving up on the entire southern region. The most likely answer is protection from both the U.S. and Israel.
