On November 13, Russian President Vladimir Putin signed an executive order to create a humanitarian center for the disputed region of Nagorno-Karabakh, where a heated battle between Armenian and Azerbaijani forces has been taken place over the last two months.
In a statement, the Kremlin said the inter-agencies center will include representatives of the Ministry of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters, the Foreign Ministry of the Russian Federation, the Federal Security Service of the Russian Federation as well as representatives of other federal bodies of the executive power.
The Defense Ministry of the Russian Federation was tasked with resolution of organizational and other issues related to the creation and activities of the inter-agency center.
President Putin hoped that the international community will provide support for the work of the center in Nagorno-Karabakh.
“I ask the Russian Foreign Ministry to continue work to inform the OSCE Minsk Group partners about the decisions made as well as the International Committee of the Red Cross … and the Office of the United Nations High Commissioner for Human Rights,” TASS quoted Putin as saying during a meeting on humanitarian issues in Nagorno-Karabakh. “Constructive and full-scale work should be established with these agencies, particularly with the Office of the United Nations High Commissioner for Refugees and UNESCO; we should come in contact with colleagues in UNESCO.” “I am counting on their support.”
Meanwhile, Russia continues to deployed troops in Nagorno-Karabakh and nearby areas to control the implementation of the November 9 peace deal between Armenia and Azerbaijan.
On November 13, the Russian military deployed BM-21 122 mm multiple rocket launchers in the Armenian area of Goris, 19 km away from Nagorno-Karabakh border. From there, the rocket launchers can provide fire support to peacekeepers in the disputed region if needed.

The terms of the November 9 agreement seem to be respected. Both sides are showing their commitment to the Russian-brokered agreement. On November 13, Armenia and Azerbaijan began the process of exchanging the bodies of those killed in battle.
Russian peacekeepers and the International Committee of the Red Cross and Committee are monitoring the process, which is likely to last a few days.

I doubt that Russian will let azeri to capture western part of NK , agreement means nothing – its just story for public opinion and for low iq ordinary citizens , nobody knows what was agreed behind closed doors ;) If there is longterm plans in Armenia then Russia must to gain support of ARmenian population so i think there will be kind of gift(part of NK) that will show russsians as benefector and liberator ;)
West part will be part of Azerbajan..other thing diferent is that Azerbajan army will going to deploy troops there!..I have doubts of that!.. among other reasons Azerbajan dont have cultural sites and historic churches like Armenia has there and will try to avoid provocation or misinterpretation which cause problems with Armenian population..or even worst the rise of somekind of NK Guerrilla againts the Deal.
That is doubtful as NK is now largely under Russian control and unless the US starts an Afghanistan like campaign to bleed Russia, the local Armenian population has fled so there is no sea for the guerillas to operate. The real question is if the Turkish backed Salafist terrorists will target Iran first or Russia? From first indications Iran is an easier target and already under attack from Azerbaijan as 3 Iranian IRGC were killed today.
Russia is too weak for such far fetched scenarios. This was a border war that Armenia lost with self-acknowledged mere 1300 casualties. Turkey just proved tougher and now the Turks and Jihadis are firmly entrenched in Caucasus and Russia is next target. Afghanistan comes to Russia this time.

The real issue is the complete ineptitude and treachery of the Pashinian regime. Despite loud patriotic statements, no real mobilization was carried out in Armenia. The permanent number of the Armenian army – about 50 thousand people – was increased only by ill-trained volunteers not able to handle the more relatively modern Russian weapons. While the conditions of hostilities demanded to increase the number of people defending Karabakh to at least 80-100 thousand people. At the same time, very soon the shortage of specialists (for example, artillery and missile defense systems) began to affect the front in the Armenian army. There was no one to replace those who left. After the relatively rapid fall of Shusha there was not much option left but to call for Russian intervention.
Frankly, Armenia fought very poorly and deserves its pathetic fate.

Thousands of ethnic Armenians are fleeing areas around Nagorno-Karabakh that are

The disputed region is internationally recognised as Azerbaijan’s, but has been run by ethnic Armenians since 1994.
According to the agreement, Armenia must cede control of several districts by 15 November.
Some ethnic Armenians are even destroying their own homes so no Azerbaijanis can move in.
