Russian electronic warfare has rendered American-made M982 Excalibur precision-guided artillery shells ineffective in Ukraine, according to news reports from April 30.
The reports cited a United States Congress briefing from last March, during which Daniel Patta, senior fellow at the Hudson Institute, said that Excalibur shells “had a 70% efficiency rate hitting targets when first used in Ukraine” but that “after six weeks, efficiency declined to only 6% as the Russians adapted their electronic-warfare systems to counter it.”
Patt added at the time that “the peak efficiency of a new weapon system is only about two weeks before countermeasures emerge.”
The Excalibur, which was jointly developed by BAE Systems and Raytheon, typically has a circular error probability of less than four meters. This high accuracy is achieved via a GPS-aided inertial navigation system. Such systems are however very vulnerable to signal jamming.
The round can be fired from several 155 mm howitzers which were supplied to Kiev forces by NATO and other backers after the start of the Russian special military operation in Ukraine, including the self-propelled German-made PzH 2000 and Polish-made AHS Krab as well as the towed American-made M777.
The U.S. and Canada supplied Ukraine with hundreds of Excalibur rounds over the last two years. A single round could cost as much as $112,000.

Excalibur was not the first American-made weapon system to fall victim to Russian military’s powerful electronic warfare means.
Last week, the Pentagon admitted that rocket-launched glide bombs supplied to Ukraine failed completely, citing Russian jamming as one of the main causes.
The system in question was reportedly the Ground-Launched Small Diameter Bomb (GLSDB) developed by American Boeing and Swedish Saab Group, which combines the 129-kilogram GBU-39 Small Diameter Bomb (SDB) with the M26 227 mm rocket motor to achieve a range of 150 kilometers. The bombs’ guidance system is also dependent on GPS.

ideally you want to be able to have a string of satellites in low earth orbit that update projectiles gps midflight through laser communication but that will need a $ 5-10
billion dollar upgrade of satellite swarm and projectile receivers.
