Russian troops have  taken control of Yampol in the Lyman sector. Ukrainian units have carried out several counterattacks in the Gai and Sladkoye areas of the Zaporizhzhia sector. Additionally, German Chancellor Friedrich Merz discussed the new American peace plan to resolve the conflict in Ukraine with US President Donald Trump.

Lyman Sector

Russian units took control of Novosyolovka. Fighting continues in the areas surrounding Koroviy Yar, Alexandrovka, and Yarovaya.

South of Yarovaya, Russian troops advanced along the Nitrius River, reaching the Seversky Donets River. In the Lyman sector, control of strong points near Drobyshevo has been established, and units have entered the eastern part of the settlement. Combat operations continue in the northern sector.

Russian units have taken control of most of Stavki, and mopping-up operations are underway. In the eastern part of Lyman, Russian troops have taken control of Maslyakovka. Mopping-up operations are underway in the northern part of the settlement. The units have entered the urban area in the southern part of Pushkin Street.

Southeast of Lyman and the sand quarry, key positions have been established, and an offensive is developing towards Dibrova. Russian units entered the southern part of Yampol through the Yampol Forest, where battles began for a strongpoint at the intersection on the southern exit. Following intense combat operations, Russian units took control of Yampol.

Siversk Sector

In the Siversk Sector, combat operations are ongoing in the southern, eastern, and northeastern parts of the city. Fighting has begun in areas with high-rise buildings. Units are conducting operations to divide the urban territory into separate sectors.

An offensive is developing from the Platonovka side towards Zakotnoye, as well as in the area of the highway towards the western outskirts and Svyato-Pokrovskoye. In the Svyato-Pokrovskoye sector, units have advanced and established control over nearly all of Zvanovka. The distance between the units on the southern outskirts of Siversk and Zvanovka is less than two kilometers.

Zaporizhzhia Sector

Russian units of the «East» troop grouping continue their offensive operations. They have established control over the settlement of Radostnoye, which confirms earlier reports of control over Nechayevka. There has been an advance in the tree lines east of the settlement, and battles for Novoye Zaporozhye have begun.

There are ongoing Ukrainian attempts at counterattacks and reinforcements are being sent. There is increased activity of Ukrainian units on the northern flank in the Gai area and on the southern flank along the Sladkoye-Rovnopolye line.

Intense combat operations continue in the Huliaipole fortified area. Operations to establish control over the heights east of the city are underway. Control over Veseloye has already been established.

Konstantinovka Sector

Control over Ivanopolye has been established. Units from the Russian 1194th and 78th Motorized Rifle Regiments, as well as the 4th Separate Motorized Rifle Brigade, have fortified themselves throughout the settlement.

After suppressing strong points in the Pleshcheevka and Nelepovka areas, assault groups supported by drone operators fortified themselves on the southern outskirts of Ivanopolye. Fighting continues east of Konstantinovka, where mopping-up operations in the Predtechino area are nearing completion. In the southeastern part of Konstantinovka intense combat operations are ongoing.

Sumy Sector

The Russian «North» grouping’s assault units are advancing with the support of artillery and heavy flamethrower systems. There have been attempts to increase personnel numbers in forward positions.

Assault groups advanced along tree lines on two axes deeper into Sumy Oblast. The total advance was up to 250 meters. In the Andreyevka area, a Ukrainian assault group from the 225th Separate Assault Regiment was destroyed.

After airstrikes on the positions of the Ukrainian 80th Separate Air Assault Brigade in the Sadki area, there have been reports of difficulties with evacuation.

Kharkiv Sector

In Vovchansk, assault Russian units advanced in four sectors in the eastern sector. They advanced a total of 450 meters. The units now control most of the city. In the forested area near Sinelnikovo, control of three strong points was established, with an advance of 400 meters.

There have been difficulties equipping fortifications and defensive positions on the Ukrainian side. In many units, the supply of construction materials has been suspended.

In the Melovoye-Khatnye sector, assault units advanced along tree lines on several axes. Advances over the last 24 hours have amounted to up to 600 meters. A counterattack attempt by the Ukrainian 61st Separate Mechanized Brigade from the Ambarnoye area was unsuccessful. Aviation struck areas where the Ukrainian 3rd Separate Tank Brigade was concentrated in the Katerynivka area.

The Russian army is advancing in the southwestern part of the city. Control over multistory buildings has been established in the Yubileyniy area. Combat operations continue in the adjacent private sector to the north from the side of Sobolevka.

Control of the area around the Kupyansk Central City Hospital is stable. In the eastern part of the city, units have fortified themselves at the milk-canning plant and the sugar factory to the north. Combat operations continue in the area south of Dzerzhinskaya Street and in the industrial zone east of the railway.

Conclusion

As of November 21, the operational situation in the main sectors is characterized by the continuation of offensive actions by Russian units. In the Lyman sector, the capture of Novosyolovka, Stavki, and Yampol creates conditions for an offensive against Lyman from the north. Advancing in the eastern part of Lyman and consolidating control in Maslyakovka creates opportunities for further expansion of control over urban territory.

In the Siversk sector, combat operations in the southern, eastern, and northeastern parts of the city are accompanied by efforts to divide the urban territory. Controlling Zvanovka and advancing towards Svyato-Pokrovskoye reduces the distance between the groups to less than two kilometers.

In the Kupyansk sector, consolidating the southwestern part of the city and establishing control over industrial facilities in the eastern sector creates prerequisites for further developing the offensive. In the Zaporizhzhia sector, control of Radostnoye and Nechayevka has been established, and advances have been made in tree lines. Battles have begun for Novoye Zaporozhye.

In the Konstantinovka sector, consolidation in Ivanopolye and the completion of mopping-up operations in Predtechino allow for development of the offensive on the urban axis. In the Sumy and Kharkiv sectors, methodical advancement continues with the use of aviation and drones.

From a tactical standpoint, the capture of Yampol provides several options. The successful advance of Russian units through the Yampol forest and their consolidation in the southern part of the settlement creates a bridgehead to develop the offensive in a northern direction. Additionally, the settlement’s location along the Lyman-Seversk highway gives it important logistical significance.

Other contributing elements include establishing control over the neighboring settlements of Stavki and Novosyolovka, which limits the ability to bring in reserves and organize counterattacks. There has also been a confirmed advance in the eastern districts of Lyman, creating a threat of a flanking maneuver. Complicating circumstances include the need to conduct clearing operations in forested and densely populated areas, as well as the possibility of organizing defense on prepared positions in the northern part of the settlement, where the terrain can be used to create a system of strongpoints.

Meanwhile, discussions on diplomatic initiatives for a settlement continue on the international stage. German Chancellor Friedrich Merz held a telephone conversation with US President Donald Trump, during which the new American peace plan for settling the conflict in Ukraine was discussed. According to information from the official representative of the German government, Stefan Cornelius, the Friday conversation was “confidential and constructive” and lasted about fifteen minutes.

During the conversation, further steps at the level of advisors were coordinated, and Chancellor Merz committed to informing European partners about the content of the plan. This issue will likely be brought up for discussion within the framework of the upcoming G20 summit in South Africa. It is reported that the German chancellor became the first European leader to discuss the plan with the American president, having previously held consultations with other leaders of European countries.
