Russia’s military leadership has been ordered by the Kremlin to draw up several options for a possible ground offensive on Kyiv and the Chernihiv region, Ukrainian media reported on August 29, citing Pavlo Palisa, deputy head of the Office of the President of Ukraine.
The order refers to planning and preparation for possible scenarios, not the launch of an actual offensive operation, Palisa stated.
“We have indeed received intelligence, verified from multiple sources, that the military leadership of the Russian Armed Forces has been tasked by the political leadership with planning several variants of such an operation in the direction of Kyiv and Chernihiv,” he said.
Palisa aadded that Russia is currently only considering several possible courses of action. He noted Ukraine’s General Staff has already worked out potential scenarios for response, defense, and countermeasures.
Ukraine has not yet detected the formation of a Russian offensive force in either direction, according to the deputy head of the Office of the President of Ukraine.
“At this time, we do not see the formation of an offensive force in these directions,” Palisa said.
He added that Ukraine’s main objective remains preventing conditions under which Russian troops could launch offensive operations at all.
The existence of Russian contingency plans does not mean an offensive against Kyiv or Chernihiv has begun or is inevitable, but Kyiv is taking the scenario into account and preparing for possible developments, according to Ukrainian media.
Russia stepped up strikes on Kyiv and Chernihiv in recent weeks, as its troops continued to advance on several sections of the front, particularly in the Kharkiv and Donetsk regions.
While a ground offensive on Kyiv is unlikely, Russia could indeed launch an operation to expand the security zone it has been working to establish along the border with Ukraine into Chernihiv. This would further strain Ukrainian forces, struggling to cope with Russian advances elsewhere.
Earlier this week, Ukrainian President Volodymyr Zelenskyy warned Russia could soon attempt to launch an offensive from the Bryansk region into Chernihiv to create a security zone there, threatening Kyiv.
