Reeling under unprecedented pressure from Israel, the United States and the Lebanese government, Hezbollah has for the first time shown interest in serious talks with Saudi Arabia.
In a televised address on September 19, Hezbollah Secretary-General Naim Qassem urged Saudi Arabia to turn “a new page” with his group and set aside past disputes to create a unified front against Israel..
Qassem said that regional powers should see Israel, not Hezbollah, as the main threat to the Middle East and proposed “mending relations” with Riyadh.
“We assure you that the arms of the resistance [Hezbollah] are pointed at the Israeli enemy, not Lebanon, Saudi Arabia, or any other place or entity in the world,” Qassem said.
He added that talks will “freeze the disagreements of the past, at least in this exceptional phase, so that we can confront Israel and curb it,” noting that pressuring Hezbollah “is a net gain for Israel.”
Saudi Arabia and other Gulf states designated Hezbollah a “terrorist organization” in 2016, citing its interventions in Syria, Iraq and Yemen, as well as other alleged destabilizing activities in the region. The group was blamed for straining Riyadh’s ties with Beirut for around the past two decades.
In recent months, Riyadh has joined Washington and Hezbollah’s rivals within Lebanon in pressuring the Lebanese government into accepting, for the first time, a plan meant to disarm the group, which was badly weakened by last year’s war with Israel.
Qassem’s calls for talks with Saudi Arabia came as Israel escalated its military operations in Lebanon, stepping up strikes on Hezbollah.
On September 19, the Israeli military said that two Hezbollah operatives carried out two separate strikes on southern Lebanon, the heartland of the group.
The first strike near the town of Ansar killed Amar Qasibani, who the military said commanded Hezbollah’s forces in the nearby town of Mazraat Sinay. The second strike outside a hospital in the town of Tebnine killed Hussein Ramadan, a member of the group’s elite Radwan Force, according to the military.
“Both terrorists were engaged in the efforts to restore the organization’s terror infrastructure,” the military said.
Separately, the Israeli Navy struck a vessel off the coast of the town of Naqoura, also located in southern Lebanon. The military claimed that the vessel was being used by Hezbollah for surveillance on Israeli forces. This was the first time ever such a claim was made by Israel.
“These activities constitute violations of the understandings between Israel and Lebanon,” the military added.
Saudi Arabia, under the leadership of Crown Prince Mohammed bin Salman, has already shown openness to engage with its rivals in the region, reconciling with Iran then brokering a ceasefire with the Houthis in Yemen in 2023.
Nevertheless, the situation with Hezbollah is completely different. Riyadh didn’t have the upper hand when it engaged with Tehran and the Houthis. In comparison, Hezbollah is today at its weakest and facing unprecedented pressure from Israel, the U.S. and the Lebanese government. That is in addition to the growing threat coming from the new Saudi-allied government in Syria which is openly hostile towards the group.
Despite all of this, Saudi Arabia could benefit from engaging with Hezbollah, as further weakening the group could strengthen the influence not only of Israel, but also that of Turkey in Lebanon.
Giving Israel a free rein over the region could have serious consequences for all sides, as evident by its recent attack on the leadership of the Palestinian Hamas Movement in Qatar, an act that caused panic among everyone in the Gulf, including those who had been advocating for peace and normalization.
It is still too early to speculate what Hezbollah’s call will lead to, but there is no doubt that the proposal could spare the region another conflict.
