On February 15th, Aguila Saleh Issa, the speaker of the Libyan eastern-based Tobruk House of Representatives said that the elections that took place allow for the political process to be re-initiated.
If it is restarted, and everybody can participate, then peace can return to Libya.
Aguila Saleh is the speaker of the side that Field Marshal Khalifa Haftar fights for against the Government of National Accord (GNA) and its Turkish support.
On February 16th, the head of Libya’s Presidency Council arrived in the capital Tripoli for his first visit following his election on February 5th.
Mohammad Menfi was received at the airport by new Prime Minister Abdul Hamid Dbeibeh and deputy chairman of the Presidency Council Abdullah Hussein Al-Lafi along with other prominent figures.
On February 14th, the head of the GNA’s Presidential Council of Libya, Fayez Al-Sarraj, flew overseas and left his first deputy Ahmed Maiteeq in charge of affairs.
Details about where Al-Sarraj headed and his date of return have not been disclosed.
There was no statement by Menfi on the details of his visit to Tripoli. However, the newly elected leader has visited four cities in the eastern region since his election — Benghazi, Tobruk, Al-Bayda and Al-Quba.
During his visit to Benghazi, Menfi promised that his tenure would mark the beginning of “the journey of work for the sake of the nation, its unity and its territorial integrity and the reunification of our people throughout Libya.”
Menfi also met with Field Marshal Haftar.
The newly-appointed leader also met with the Speaker of the Tobruk-based parliament, Aguila Saleh, during his visit to Al-Quba to discuss “creating conditions for granting confidence to the government.”
The Libyan Political Dialogue Forum, which includes 75 U.N.-picked delegates from across the country, appointed Mohammad al-Menfi, a Libyan diplomat from the country’s east, as chairman of the Presidential Council. The forum also chose Abdul Hamid Mohammed Dbeibah, a powerful businessperson from the western city of Misrata, as prime minister. The three council members each represent a region of old Libya: Tripolitania in the west, Cyrenaica in the east and Fezzan in the southwest.
It is unclear how satisfied Turkey is with the decision, and if the deal it struck with the UN-backed GNA will be honored. The deal covered the exploitation of Libya’s EEZ and other resources, as well as the establishment of two military bases in the country – in Misrata and al-Watiya.
10 years of chaos have passed, after Muammar Gaddafi was overthrown and killed in a NATO-led intervention. Peace and normality appear possible in Libya.
There were celebrations commemorating the 10-year anniversary of the event.
Celebrations began late on February 16th in the capital, Tripoli, where people gathered in the city’s main square amid tight security.
The city’s main streets and squares have been cleaned and decorated with banners and photos marking the anniversary. Festivities also rang out in other cities in the south.
Hassan Wanis, head of the general authority for culture in Tripoli, said celebrations and commemorative events were planned in the three regions of old Libya: Tripolitania in the west, Cyrenaica in the east, and Fezzan in the southwest.
It didn’t go without incident, during a celebration a mortar attack killed a child and wounded at least 29 more other individuals.
The reported attack in the Sebha region, some 650 kilometers (400 miles) south of the capital Tripoli.
The United Nations Support Mission in Libya (UNSMIL) said it “strongly condemns what appears to be a targeted mortar attack … during the celebration of the 10th anniversary of the revolution yesterday, which killed a child and injured 29 others, including two children.”
UNSMIL said it “calls on authorities to ensure an independent, impartial and prompt investigation into this heinous attack on civilians and calls for perpetrators to be brought to justice.”
