Against the backdrop of active discussion in political and media circles regarding Donald Trump’s peace plan, the mutual strikes carried out by both sides on November 20th and 21st were characterized by relatively low intensity. The Russian Ministry of Defense reported that its air defense systems destroyed 39 Ukrainian unmanned aerial vehicles during the evening and night of November 21st. For its part, the Ukrainian Air Force stated that the Russian side launched 115 attack UAVs overnight on November 21st, of which 95 were shot down or suppressed.
Strikes on Ukrainian territory over the two-day period affected targets in several regions. Overnight on November 21st, attacks targeted Chernihiv, Odesa, Kharkiv, and Dnipropetrovsk regions. In Odesa region, an attack involving kamikaze drones was accompanied by air defense operations, during which debris from downed drones fell on urban areas. Reports indicated damage to a facility on Lyman Street, housing auto tanker production sites and repair workshops.
In Dnipropetrovsk region, individual UAVs attacked targets in Petropavlivka and Vasylkivka. Evening strikes in the Lozova district of Kharkiv region hit an energy facility.
The previous day, November 20th, the main strikes targeted objects in Dnipropetrovsk region. In Pavlohrad, the likely targets were a workshop of the Bridge Metal Structures Plant and the “Pavlohradska” 330/150/35 kV substation.
Strikes also hit the vicinity of the city of Bakhmach, Pokrovske, and Vasylkivka in Chernihiv region. Reports emerged about the aftermath of strikes in Sloviansk, and at least eight explosions were heard in the vicinity of Sumy.
On Russian territory overnight on November 21st, the largest numbers of UAVs were shot down over Rostov (10), Smolensk (7), and Belgorod (6) regions. Another five drones were destroyed over the Black Sea, four each over Krasnodar Krai and Crimea, two over Voronezh region, and one over Astrakhan region. It was reported that a brick factory in Slaviansk-na-Kubani, located 300 km from the line of combat engagement, was attacked. The day before, on November 20th, Ukrainian strikes targeted an electrical substation in Kursk region, leaving more than 16,000 people without power in several districts. In Ryazan region, a fire broke out on the premises of an industrial enterprise due to falling UAV debris; according to some reports, this was the Ryazan Oil Refinery.
Amid the ongoing localized strikes, key attention is focused on the prospects for a peaceful settlement. Following the presentation of the Trump plan to the Ukrainian side, US officials stated that the decision now lies with Kyiv, which must agree to its implementation within a short timeframe. The Kremlin has taken a similar position, noting that it awaits information on Ukraine’s readiness for negotiations.
The likelihood of Trump’s plan being adopted in its current form remains uncertain. The Ukrainian side, without directly rejecting the plan, has already expressed a desire to introduce amendments to provisions concerning troop withdrawal from Donetsk, limitations on army size, restoration of rights for the Russian language, and NATO membership. However, the conditions amended by Kyiv will likely become unacceptable to Moscow.
The implementation of the Trump plan will largely depend on the willingness of the US administration to pressure Kyiv into accepting the proposed terms. Despite the plan containing concessions for Ukraine, such as financial guarantees for reconstruction and prospects for European integration, and for Russia – the fulfillment of a number of its key demands, the current political dynamics indicate significant obstacles to its implementation, and the decisive factor will be Washington’s willingness to actively promote its proposal.
