russia could have taken the east bank territory which is the historic russian part of the ukraine. instead putin wants to negotiate some kind of settlement that would ensure security in the same manner but leave the bandera in charge on the ground. that is how putin has been fighting the war for the past three years, slo-mo sloppy, just so he can negotiate another minsk with the bandera. sad.
