When Iryna Zarutska, a 23-year-old Ukrainian who resided in the United States as a refugee since 2022, entered a rail station in North Carolina on August 22 she had no idea that she would be the victim of a horrifying murder with no motives, but many causes.
The young woman, born in Kiev, was described as a resilient and optimistic artist with a degree in art and restoration from Synergy College. She worked as a line cook at a Subway in Huntersville.
She met her fate in the evening of that day at the East/West Boulevard light rail station on the Lynx Blue Line in Charlotte, North Carolina’s South End neighborhood, in the hands of Decarlos Brown Jr., a 34-year-old homeless man with a criminal history dating back to 2011.
Surveillance footage from the Charlotte Area Transit System (CATS) shows Zarutska dressed casually boarding the train at 9:46 p.m. and sitting in front of Brown.
For about four and a half minutes, there was no interaction between them. Brown then pulled a folding knife from his pocket, stood up, and stabbed Zarutska three times, including at least once in the throat. She collapsed and was pronounced dead on the scene.
Brown then walked away while dripping blood, with everyone aboard the railcar acting as if nothing had happened. The criminal then removed his sweatshirt, and exited the train at 9:52 p.m. Passengers attempted to aid Zarutska after he left, but it was already too late and she could not be saved. Brown was later arrested close to the scene and charged with first-degree murder.
Police confirmed the murder was random, with no prior interaction or known motive. Brown and Zarutska did not even know each other.
The horrifying crime led to outrage in Charlotte and beyond, especially considering that the murderer had a long criminal past.
Brown’s prior arrests included charges for felony larceny, robbery with a dangerous weapon, assault, and misusing 911, though many charges were dropped.
He reportedly served five years in prison for a 2014 armed robbery. Yet, he was released in September 2020. Right after that, he faced additional arrests afterward, including for assaulting his sister and property damage, but he kept getting released. In total he was arrested 14 times, and then released.
In January 2025, he claimed during a 911 call that a “man-made” material was inside his body, controlling when he ate, walked, and talked. Despite him showing clear signs of being insatiable, again no action was taken.
In the end, it was Zarutska who paid the ultimate price for the legal system’s failure to hold Brown responsible for his past crimes, or at least to address the fact that he posed a threat to society due to his apparent mental issues, which may be the result of a drug addiction.
One might think that an innocent woman getting stabbed to death for no reason whatsoever would lead to some reforms to ensure that such crimes never happen again, but the official response was limited to CATS hiring a chief safety and security officer, tripling the safety budget, and upgrading cameras.
What’s even more frightening about this particular murder was the fact that people saw Zarutska getting murdered right next to them in the railcar, and opted not to intervene, then saw the murderer slowly walking away, and again opted not to intervene.
It is hard to speculate what was going through the minds of the people sitting there and watching the young woman meet her fate. Was it fear, was it selfishness or was it just that some worried that they could eventually be held accountable by the broken legal system if they attacked Brown? In any case, there is clearly something wrong, very wrong.
The murder of Zarutska is especially tragic because it was caused by both the failure of the state and the failure of society. What is even tragic is that nothing is being done to change this reality, not as in lowering crime rates, but as in addressing the root causes.
