Lebanese Parliament Speaker Nabih Berri, a top ally of Hezbollah, confirmed on November 15 that he had received a proposal from the United States for a ceasefire between the group and Israel.
“Work is progressing, the atmosphere is positive, and we have to monitor the results,” Berri told the Asharq Al-Awsat newspaper.
A day earlier, Reuters reported that the U.S. ambassador to Lebanon Lisa Johnson had submitted a draft for a proposed ceasefire in Lebanon to Berri.
Berri denied that the proposal includes giving freedom of movement for the Israeli military in Lebanon, stressing that “it is unacceptable and cannot even be discussed, and we cannot accept any infringement on our sovereignty.”
The proposal calls for the establishment of a committee composed of several Western countries to oversee the implementation of United Nations Security Council Resolution 1701, according to the Parliament Speaker.
“There is a discussion currently taking place about the proposed alternative mechanism, and we will not follow it, as there is a clear mechanism in place that can be implemented,” he said, referring to the UN peacekeeping force operating in southern Lebanon, which is responsible for monitoring the implementation of Resolution 1701.
Resolution 1701, which ended the war of 2006 between Israel and Hezbollah, says that southern Lebanon must be free of arms that do not belong to the Lebanese state.
Berri’s remarks came after Ali Larijani, senior advisor to Supreme Leader Ali Khamenei, said from the Lebanese capital, Beirut, that his country will support any decision the Lebanese government and Hezbollah would take on a ceasefire with Israel.
“We are not looking to sabotage anything. We are after a solution to the problems,” Larijani said after meeting Lebanese caretaker Prime Minister Najib Mikati and parliament speaker Nabih Berri, according to Reuters.
A recent report by The Wall Street Journal said that the U.S. President-elect Donald Trump signed off on the Israeli-Lebanese ceasefire proposal on November 10 during a meeting with Israel’s Strategic Affairs Minister Ron Dermer at Mar-a-Lago. Trump green-lit the proposal following a briefing from Dermer, and expressed hope that it would be implemented before he takes office on January 20, according to the report.
The confrontation between Israel and Hezbollah first broke out after the start of the war in the Gaza Strip, with the group launching attacks in support of the Palestinian enclave.
Israel escalated its attacks on Lebanon starting from September 17 and on September 27 it assassinated the Secretary-General of Hezbollah, Hassan Nassrallah. On September 30, Israel complexacted the situation even more by launching a ground operation in southern Lebanon.
All in all, the confrontation, which has so far claimed the lives of more than 110 people in Israel and left well over 3,300 dead on the Lebanese side, appears to be nearing its end. It is unclear however how a ceasefire in Lebanon would affect the ongoing war on Gaza.
