Foreign Jihadists who fought in Syria have petitioned the country’s new Islamist-led interim government to grant them citizenship.
In a petition submitted to Syria’s Interior Minister Anas Khattab by Islamist journalist Bilal Abdul Kareem, a citizen of the United States, on August 14, the Jihadists demanded Syrian citizenship so that they could settle down, own land and even travel.
“For years, God has allowed us to stand side by side with our Syrian brothers and sisters in their darkest hours. We have served in the fields of military defense, medicine, relief, education, and journalism. We have given our lives, our skills, and our hearts. We have shared bread, we have shared grief, and we have shared hope for a free and just future for Syria,” the petition reads.
“Despite this, we remain without citizenship or the rights it confers. We cannot travel freely outside the country, we cannot own property in our own names, and we do not enjoy the full rights granted to citizens of any country. We, a large group of muhajireen (emigrants) represented by the well-known journalist Bilal Abdul Karim, including our wives and children, respectfully request that you consider our request to grant us full Syrian citizenship and the right to hold a Syrian passport.”
Abdul Kareem told Reuters over the phone that the petition is aimed to benefit thousands of foreigners from more than a dozen states, including Egyptians and Saudis, Lebanese, Pakistanis, Indonesians and Maldivians, as well as Britons, Germans, French, Americans, Canadians and people of Chechen and Uyghur ethnicity.

Interim President Ahmed al-Sharaa, who led the Islamist rebels who took down the regime of former President Bashar al-Assad last December, said earlier this year that foreign Jihadists and their families might be granted Syrian citizenship. Since then, he remained silent on the issue.
Later, prominent foreign Jihadists were appointed in senior posts in the country’s new military. The interim government even got U.S. green light to include several thousand in the military, and has handed foreigners other roles, including in the economic sector.
A spokesperson for the Syrian Interior Ministry told Reuters that the Syrian presidency would be the one to decide on the issue of citizenship for foreigners.
Foreign Jihadists, including those who were integrated into the military with the approval of the U.S., were accused of a series of war crimes mainly targeting minorities in recent months, from the massacres against the Alawites on the Syrian coast in March to the battle against the Druze in the south of the country last month.
The petition highlights the dire situation in Syria today, where foreign Jihadists, many of whom are wanted in their own countries on terrorism charges, have been emboldened by the country’s new Islamist rulers to the point where they are openly asking for passports to “travel” aboard, very possibly to repeat what they did there somewhere else.
Granting foreign Jihadists citizenship will have great ramifications for Syrians as many countries, or more realistically most countries, will likely outright ban the entry of everyone with a Syrian passport to make sure naturalized terrorists won’t sneak in.
