Egypt has renewed efforts to push for a NATO-style military alliance that would protect Arab countries facing attack, Lebanon’s Al-Akhbar newspaper reported on September 13, citing an unnamed official in Cairo.
The proposal was first made some nine years ago by Egyptian President Abdel Fattah El-Sisi, but no progress was made at the time.
Al-Akhbar suggested that Israel’s recent strike on the leadership of Hamas in Qatar has given new impetus to the Egyptian initiative.
Egypt is proposing to include some 20,000 of its own troops in the NATO-style alliance and is working on developing the mechanism by which such a force would be activated, “allowing it to be used when necessary and forming it in a manner consistent with the populations of Arab countries and their armed forces, while taking into account regional and political balances in the formation, whether in terms of the inclusion of military personnel from countries such as Morocco and Algeria, or sharing command positions,” the Egyptian official told the newspaper.
“Cairo wants to retain the first command position while granting the second to Saudi Arabia or one of the Gulf states,” he added.
The strike on Qatar sent shockwaves throughout the Arab and Islamic worlds, as the country has relations with Israel and has been even engaged in facilitating talks with Hamas.
Arab media reports later suggested that Israel was considering targeting Hamas leadership in Turkey and separately received a warning from Egypt against acting in any such way in its territories. Just like Qatar, both countries have relations with Israel.
Commenting on Al-Akhbar report, leading Israeli opposition leader Yair Lapid said on X that the Egyptian initiative poses “a painful blow to the peace agreements, which came immediately after the painful blow to the Abraham Accords, which came immediately after the overwhelming majority of Israel’s allied countries voted in favor of establishing a Palestinian state.”
“This [Israeli] government has undermined our international standing. A deadly combination of irresponsibility, amateurism, and arrogance is tearing us apart in the world. They must be replaced before it’s too late,” he added.
Separately, Qatar announced that it will be hosting a summit of Arab and Muslim leaders to denounce the recent Israeli strike.
The meeting on September 15 will consider “a draft resolution on the Israeli attack on the State of Qatar” to be drafted a day earlier at a ministerial meeting, according to foreign ministry spokesman Majed al-Ansari.
The official Qatar News Agency quoted the spokesman as saying that the summit reflects “broad Arab and Islamic solidarity with the State of Qatar in the face of Israel’s cowardly aggression… and the categorical rejection of Israel’s state terrorism.”
Among the leaders attending the summit will be Iranian President Masoud Pezeshkian. Turkish President Recep Tayyip Erdogan will also be in Qatar at the time, but his presence at the meeting is yet to be confirmed.
While the scope of the upcoming summit goes beyond the Arab world, the Egyptian initiative could still be discussed there.
All in all, the Egyptian initiative is very ambitious. Similar plans never took off in the past, even those which suggested an Arab-Israeli military alliance with direct backing from the United States. While the situation today is way different as the Arab world is facing unprecedented escalation, there is a very small chance the initiative will succeed.
First, Israel is guaranteed to stand against any such alliance and will act against it, at least indirectly. Second, many Arab countries will fear that a NATO-style force could eventually be used to justify military interventions for the purpose of regime change.
