Iran can do joint operations with friendly states, as happened with the Russians, and they are open to doing more co-operative actions with Russia, just not in a formal agreement.
That is right, every cooperation is in effect a one-off arrangement. But I am sure Russian aircraft have Iran airspace access 24/7/52, along with Iraq, important to maintain the operation.
Russia is cool about selling S300400 to ME states, at a billion per unit, why not!

To be honest, whilst the Saker has been spot on in a lot of his reports, others have been so far off the mark, I take his work with a pinch of salt (no disrespect intended to anyone). My view only.
It ended because it did hurt Irans national pride and was against their constitution. It was seen as if Iran was giving its territory away, and after Russia often did follow the Anti-Iran alliance before the nuclear deal, feelings for Russia were not exactly warm.
Iran is not Syria to have to accept a bigger power and give its own terriroty as concessions for survival.

Western MSM is talking about “big bad Russia” and “big bad Iran” and by that irrational feeling is created that those two countries are “in love” while they almost don’t have maritime lines in Caspian sea between them and you would expect them to use Caspian sea to the max. Iran is very “conservative” towards just about anybody!
In Iran will never ever happen. It’s against the Iranian constitution.

Russian Navy unveils New Weapon 5p-42 Filin (eagle-owl) – России представляет оружие Филин
RIA Novosti, Russia’s domestic state news agency, reported that a Russian military contractor had begun supplying the navy with the weapon, a “visual optical interference” device, named Filin 5P-42. The weapon’s name “Filin” translates to “Eagle Owl” in English.
The technology, which was developed to dazzle and incapacitate attackers, has been deployed on the Russian naval frigates Admiral Gorshkov and Admiral Kasatonov, according to a news release from Ruselectornics, which created the Filin system.
9News reported that the weapon fires a beam, similar to a strobe light, which hinders the enemy’s ability to see the ships. Weapon can also suppress night vision technology, laser targeting systems and anti-tank missiles up to a distance of more than three miles.
Still waiting for a new Russian naval base/harbor in southern Iran on the Gulf of Oman to be announced.

Russia and Iran cooperate in the Caspian Sea—civilian transport is now being enhanced w ferries between Iran and Russia.
Iran are setting up a ferry to Dagestan I believe.
That North-South connection with Russia to the Gulf might just happen yet.
