In Hama province, the Syrian army’s Tiger Forces and its allies have been continuing operations against the joint terrorist forces. Intense clashes are ongoing at the Tell Buzam front. Russian and Syrian warplanes are pounding terrorist units near Ma’an, Souran and Tal Al-Sawwan as a pretext for further offensives by the government forces.

Also, Neutron bombs explicitly kill with radiation rather than blast and heat, an are designed to produce more radiation than an equivalent weapon to accomplish that.

So essentially the coalition will ‘liberate’ a city that they have already moved the terrorists out of, just like Turkey recently did with Jarabulus. This maneuvering is about getting a win without real costs on the Obama scoreboard, for US, to get Clinton a needed boost in elections. Openly allowing ISIS terrorists to transfer into a neighboring country unhindered – Syria – to fight the SAA, that’s Washington’s idea of ‘war on terror’ folks.
If this admission by the US and Saudi is not in violation of International Law and the Nuremberg Doctrine then there is no point in abiding to these Laws by any other nation and it condemns the UN as a useless organization that has surpassed its’ used by date.

Moving from Mossul to Palmyre is about 500km. I do not see how they will be able to do that move with theirs weapons and tanks without being bombed by Russia and Syria air forces. They would have to storm the Deir ez-Zor Governorate, it is not going to be easy. I do not think this to be a realistic plan.
Furthermore I do not see Irak signing such a plan which would be very aggressive towards Syria.

Who can trust KSA or the US ? certainly not Bagdad or Damascus and the terrorists would have to be desesperate to have confidence in KSA or the US word.
That Obama would like to end his mandate with a some kind of Victory, like Mossul’s liberation, make sense.
