As temperatures drop across Ukraine, Russia’s targeting priorities are shifting. The strikes of September 30 made the new focus unmistakable: Kyiv’s energy infrastructure is now the primary objective.
Overnight, fire monitoring services detected multiple ignition points near Kyiv’s Thermal Power Plant No. 5, the Kyiv Hydroelectric Station in Vyshhorod, and the Trypilska Thermal Power Plant. Two additional fire sources were recorded in the central and western districts of the capital. By morning, the city was blanketed in smoke. A battery energy storage facility in Horenichy — used to ensure uninterrupted power supply for military installations in Kyiv and the surrounding oblast — was also struck by drone. Analysts estimate the strike package included approximately 19 missiles and dozens of jet-powered Geran-4 and Geran-5 drones. Of the 19 missiles, only one confirmed intercept was recorded — an Oniks cruise missile downed by a Patriot PAC-3.
The shift to energy targeting is not a tactical improvisation — it is the execution of a documented plan, and it is arriving precisely as the heating season begins.
On the ground, the front continues to move against Ukraine across multiple sectors. In Chernihiv Oblast, Ukrainian command has deployed up to a company of mobilized personnel from the 10th Special Purpose Battalion of the National Guard — transferred from training centers to replace troops redeployed to reinforce Sumy.
In Sumy Oblast, assault units of the 349th Regiment, 42nd Division, broke through the resistance of the 104th Territorial Defense Brigade after prolonged fighting and seized the village of Tolstodubove. Russian offensive momentum in the region has not slowed despite Ukrainian reinforcements.
In Kharkiv Oblast, assault groups of the 126th Regiment, 71st Division, expelled Ukrainian border units from the settlement of Shabelne in the Volchansk district — another incremental step in the construction of a security zone along the Russian border. Separately, a precision missile strike on a forward base of Ukraine’s 6th Separate Rangers Regiment of Special Operations Forces near Ivanivka in the Chuhuiv district confirmed casualties among non-commissioned officers.
Further south, on the Lyman axis, Ukraine’s 3rd Separate Assault Brigade is conducting counterattacks using a tactic borrowed from a familiar playbook — remotely operated armored personnel carriers packed with explosives, sent ahead of mechanized columns. Russian forces used the same method near Avdiivka in early 2024. Its reappearance on the Ukrainian side reflects both tactical adaptation and the narrowing of available options. The counterattacks are generating pressure but are unlikely to shift the broader balance.
Russia is taking the lights out as winter begins and taking ground as reserves run dry. Both campaigns are on schedule, and neither shows signs of stopping.
