Russian mobile air defense units have been spotted armed with a new type of man-portable air defense system (MANPADS).
The MANPADS appeared in a September 28 report by Russia-1 showing a recent exercise by a mobile fire group from Russia’s 51st Air Defense Division in the Rostov region. Russian personnel referred to the system as “Iva,” but no further details were provided.

The appearance of the new MANPADS does not match any known man-portable air defense system currently fielded by Russia. The system, however, closely resembles China’s QW-18 and QW-19 family of MANPADS. Still, the systems seen in the footage had no markings indicating that they were Chinese-made.
The QW-18 is equipped with a dual-band imaging-infrared seeker and can engage targets from about 500 meters to 5 kilometers, at altitudes from roughly 15 meters to 4,000 meters.
The more advanced QW-19 uses an all-aspect digital dual-band imaging-infrared seeker with improved resistance to infrared jamming and can engage targets from about 500 meters to 6 kilometers, at altitudes from roughly 10 meters to 4,000 meters. It also features an inertial guidance mode, permitting fire before lock.

There have been no reports of Russia importing any type of MANPADS from China, and if this were the case, Moscow would likely have kept the systems under wraps.
The Iva has also been likened to the Misagh-3, an Iranian copy of the QW-18. It is unlikely, however, that the Islamic Republic has supplied the MANPADS, given that it is itself currently looking to acquire such systems from both Russia and China, according to recent reports.
Still, it is possible that the Iva is a copy of the QW-18 or QW-19 made under license in Russia to expand the production of MANPADS.
It is worth noting that Chinese MANPADS from the FN-6 and FN-16 families appeared with Kyiv forces earlier this year. It remains unclear how these systems reached Ukraine, with one theory suggesting that they were seized by U.S. forces somewhere in the Middle East.
