France has committed to accelerating the delivery of advanced anti-aircraft missiles and military hardware to Ukraine following an extensive phone call between French President Emmanuel Macron and Ukrainian President Volodymyr Zelensky on August 22.
The high-level call came amid an intensifying aerial campaign by Russia heavily targeting Ukraine’s military-industrial complex and energy sector.
Ukraine faces a critical air defense shortage, struggling to repel a steady barrage of incoming ballistic missiles due to depleted stockpiles of specialized interceptors. While American-made Patriot systems remain the core shield against such missiles, global supplies of these interceptors are severely constrained, forcing Kyiv to press international partners for urgent restocks.
During their nearly two-hour discussion over the phone, Macron pledged to Zelensky that Paris would immediately ramp up its assistance.
“It is crucial to provide Ukraine with all the necessary means to defend its skies and thwart this aggression. I announced to President Zelensky the strengthening of our support, with the delivery of interceptors,” Macron wrote on social media.
Beyond direct equipment transfers, Macron agreed to leverage French diplomatic channels to help Kyiv secure scarce Patriot-compatible interceptors from international allies with reserve stockpiles.
Zelensky expressed gratitude for France’s expanding industrial cooperation, highlighting Paris’s willingness to grant official production licenses for local manufacturing. Under this arrangement, Ukrainian defense industries are cleared to locally build critical hardware, including SCALP long-range cruise missiles and Aster interceptors designed for SAMP/T air defense systems.
Earlier this year, France incorporated Ukraine into a defense modernization roadmap centered on the cutting-edge Franco-Italian SAMP/T NG (Next Generation) system. The arrangement paves the way for Ukraine to become the first combat operator of the advanced SAMP/T NG architecture following an order for four systems.
Because manufacturing NG systems requires significant time, Paris agreed to temporarily supply two interim legacy SAMP/T systems.
Designed around advanced rotating Active Electronically Scanned Array (AESA) radars—such as the Thales Ground Fire 300—and upgraded Aster 30 interceptors, the SAMP/T NG system delivers 360-degree multi-directional tracking and enhanced capabilities to neutralize high-speed ballistic and maneuvering threats.
The latest push by France is unlikely to solve Ukraine’s worsening air defense problem. The SAMP/T had no real impact when it was first supplied, and the risky plan to manufacture ASTER missiles in Ukraine will likely take years, and is borderline unrealistic.
As for the SAMP/T NG, the system is not combat proven, and considering that France lacks the experience in the anti-missile field, it is highly unlikely that it will be more effective than the legacy version. In addition, the low production rate of these expensive interceptors will remain a bottleneck in any case.
