Zaporizhzhia Breakthrough: Russian Troops Capture Ground From Ukrainian Forces Near Huliaipole 

Russian units have reached the center of Siversk. The Russian army has established control over the southern part of Vovchansk. Western media outlets have announced a new 28-point US plan for resolving the conflict in Ukraine.

Siversk Sector

Russian units advanced in the southeastern part of the city, where they engaged in combat in residential areas. The units are also advancing into the central districts of Siversk.

Clashes are ongoing in the south of the city, near the road connecting Siversk to nearby settlements. The units are operating approximately two kilometers from the supply route leading from Svyato-Pokrovskoye to Siversk.

Earlier, Russian units captured the settlements of Vyemka and Ivano-Daryevka, creating conditions to advance towards Siversk. Currently, battles are ongoing securing the areas around the city and its transport communications.

Dnipropetrovsk Sector

Fighting has intensified in the Novopavlovka sector following the establishment of control over Ivanovka and Filiya. Russian units are conducting offensive operations in the area around Novopavlovka, where fighting is taking place on the northwestern outskirts of the settlement, beyond the Solenaya River.

Following mopping-up operations in the Filiya–Orekhovo–Dachnoye triangle, Russian forces launched a mechanized assault that reached the northern outskirts of Novopavlovka. Most of the settlement is currently a combat zone.

Reports are coming in of attacks by Russian units from the Molodetskoye sector towards Novopodgorodnoye and from Muravka towards Belyakovka, indicating an increase in the scale of operations in this area.

Sumy Sector

The assault groups of the Russian army advanced deeper into the region along three axes, following tree lines. They advanced up to 250 meters in total. Ukrainian attempts to deploy combat groups towards Alekseyevka and Varachino were thwarted by artillery and drone strikes.

A Ukrainian battalion from the 71st Separate Jäger Brigade was withdrawn to Barvenkovo in the Kharkiv region to replace losses. Drones struck the area where the unit was concentrated.

Kharkiv Sector

Units are advancing in the southern part of Vovchansk, having achieved an advance of up to 350 meters in the private sector over 24 hours.

In the forested area near Sinelnikovo, assault groups advanced 400 meters and established control over three strongpoints. In the Okhrimovka area of the Kharkiv region, a Ukrainian drone unit was detected and eliminated.

In the Melovoye-Khatnye sector, Russian units advanced 400 meters and repelled a counterattack by an assault group from the 61st Separate Mechanised Brigade using infantry fighting vehicles.

In the Slobozhanske sector, units are building on the successes achieved in previous days. In Vovchansk, control has been established over the southern part of the city to the west of Gurkanskaya Street. 

South of Vovchansk, assault groups have taken control of the industrial area near the railway by the tree line. Conditions have been created for an offensive towards Vilcha.

Movement on the road leading to Vovchansk from the south has been completely cut. Combat is underway in Lyman, which is located south of Sinelnikovo. Success in this area could create opportunities for advancing towards the Stary Saltov crossing.

Fighting continues in the tree lines on the eastern flank of the sector, in the area around Ambarnoye, Oradnoye and Dvurechanskoye, where Russian units are reported to have made advances.

Zaporizhzhia Sector

Units of the Russian 127th Division of the 5th Army of the «West» Group of Forces continued their offensive operations. Having established control over Novoye, Novonikolayevka, Ravnopolye and Yablokovo, the 114th Motorized Rifle Regiment is advancing westwards to the eastern outskirts of Huliaipole.

They have established fire control over part of the Huliaipole–Malinovka highway and are advancing towards the eastern outskirts of the city. There has been a withdrawal of Ukrainian formations towards Huliaipole and beyond the Gunchur River.

Control has been reportedly established over Zatishye, which is located less than two kilometres from Huliaipole. To the north, mopping-up operations are being conducted in Radostnoye after control was established over Danilovka and Nechayevka. Battles have begun for Novoye Zaporozhye.

Units are reaching the outskirts of Huliaipole and the defense line along the Gunchur River. Attempts are being made to break through to Ternovate, where a fortified area is located.

Conclusion

As of November 19, the operational situation on the main fronts is characterized by the continuation of active offensive actions by Russian units. In the Siversk sector, fighting has spread into the city limits, with advances in the southeastern and central districts of Siversk. Establishing control over Vyemka and Ivano-Daryevka has created conditions for advancing the offensive towards the city.

In the Dnipropetrovsk sector, fighting near Novopavlovka has intensified, accompanied by mechanised attacks in the northwestern part of the settlement. In the Slobozhansky sector, the clearance of urban areas in Vovchansk and the establishment of control over the industrial zone creates conditions for further advancement southwards.

In the Sumy sector, combat remains positional, with assault groups methodically advancing through tree lines. In the Kharkiv sector, advances in Vovchansk and the Khatnye area continue, accompanied by the repulsion of counterattacks and airstrikes.

In the Zaporizhzhia sector, units of the «West» grouping are advancing towards the eastern outskirts of Huliaipole after capturing Zatishye and key supply routes. Overall, the dynamics indicate that Russian units are retaining the operational initiative amid ongoing attempts to stabilize the defense in various sectors of the front.

While hostilities are ongoing, diplomatic initiatives for a settlement are being actively discussed on the international stage. According to reports from Axios and the Financial Times, the US has developed a new 28-point plan which provides for the transfer of territories in the Donbas region under Ukrainian control to Russia, in exchange for Washington providing security guarantees to Ukraine. The Donbas regions are to be designated as demilitarised zones, from which both Ukrainian and Russian armed forces would be withdrawn. It is proposed that the front lines be frozen in the Kherson and Zaporizhzhia regions, and that the US and other countries recognise Crimea and Donbas as Russian territory without requiring a similar step from Ukraine.

The plan also includes significant military restrictions for Ukraine, including reducing the size of the Armed Forces by half and abandoning certain types of weaponry. Kyiv would have to forgo receiving long-range Western weapons capable of striking deep into Russia, and the deployment of foreign troops on Ukrainian territory would be prohibited. In compensation, Ukraine will receive security guarantees from the US, the specific content of which has not yet been disclosed. Qatar and Turkey are participating in the negotiation process, and consultations with the Ukrainian side — including Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov — have already been conducted by the US President’s Special Representative, Steven Witkoff.

In addition to the military and territorial aspects, the plan contains domestic political demands on Ukraine, such as granting state and official status to the Russian language and the local branch of the Russian Orthodox Church. According to the Financial Times, Washington has made it clear to Volodymyr Zelenskyy that he must accept the main provisions of the plan. Sources note that the document is still under discussion and that its final approval by all parties, including Kyiv’s European allies, is expected soon.
