Israel has once again accused Hezbollah of rearming amid reports suggesting that Syria was easing security on the border with Lebanon.
On November 11, the Israeli Defense Forces (IDF) claimed that Hezbollah is working to rebuild its combat abilities in southern Lebanon to the point of threatening Israel’s security and undoing last year’s ceasefire agreement which was brokered by the United States.
Lt. Col. Nadav Shoshani, a spokesman for the IDF, told a news briefing that the group was operating south of the Litani River in violation of the ceasefire agreement and that Israeli forces were conducting strikes on Hezbollah targets in that area.
The military spokesman added that the group was also trying to smuggle in weapons from Syria and via other routes to Lebanon.
“We are working to prevent that from happening and to block the ground routes from Syria into Lebanon to a high level of success, but they still pose a threat to us,” Shoshani said. “We are committed to the agreement but it must be held. We will not return to the reality of October 7 (2023) with a threat of thousands of terrorists on our border within walking distance of our civilians.”
Earlier on the same day, the IDF revealed that troops from the 769th “Hiram” Regional Brigade had conducted a raid in southern Lebanon, blewing up several buildings used by Hezbollah, specifically in the town of Houla.
The raid was a clear sign of Israel’s willingness to escalate. Since the start of the month, IDF strikes on Lebanon have killed at least 15 members of Hezbollah.
Hezbollah Secretary-General Naim Qassem warned on November 11 that the ongoing trend of near-daily Israeli strikes in southern Lebanon “cannot continue.”
“Everything has a limit,” Qassem said on Hezbollah’s al-Manar television.
He claimed that the fragile ceasefire agreement with Israel only applies to southern Lebanon, suggesting that disarming Hezbollah and other enforcement mechanisms should not apply to areas north of the Litani River.
He reiterated that Hezbollah will not disarm, defying the Lebanese government’s efforts to collect the group’ weapons which begin in September.
While the latest Israel accusations are meant to escalate Hezbollah, they are also a part of a wider policy aimed at pressuring the new government in Syria.
A report published by I24 News on November 11 accused Syrian President Ahmad al-Sharaa of easing security on the border with Lebanon. According to the report, this allowed Hezbollah to smuggle more weapons, specifically missiles, through Syria.
Work on a security agreement between Israel and Syria is yet to move forward. Recent Hebrew and Arab media reports reveal an ever growing list of demands by Israel, which is offering Syria very much nothing in exchange.
The IDF wants to keep the positions it occupied in southern Syria last year following the fall of the regime of former President Bashar al-Assad, including the strategic Mount Hermon peak. In addition, Israel is demanding the complete demilitarization of the region.
In an interview with the Washington Post that was published on the same day, Sharaa appeared to be deeply frustrated with Israel.
“The advances that Israel made into Syria are not coming from [their] security concerns but are coming from their expansionist ambitions,” Sharaa said. “Israel has always claimed that it has concerns about Syria because it is afraid of the threats that the Iranian militias and [Lebanon’s] Hezbollah represent. We are the ones who expelled those forces out of Syria.”
In order to reach an agreement in negotiations with Israel, Sharaa added, “Israel should withdraw to their pre-December 8 borders.”
On the topic of the demilitarization of southern Syrian, Sharaa responded that if demilitarized, protecting the area would cause issues with responsibility for its defense, “because if there is any kind of chaos, who will protect it?”
“If this demilitarized zone was used by some parties as a launching pad for hitting Israel, who is going to be responsible for that?” he said. “And at the end of the day, this is Syrian territory, and Syria should have the freedom of dealing with their own territory.”
While both Hezbollah and Syria are facing increasing pressure by Israel, a rapprochement between the two remains close to impossible.
In fact, if Sharaa attempts to move in this direction, or just continues to turn a blind eye to Hezbollah’s activities on the border, Israel will likely use this as an excuse to do something in Syria. A security agreement will likely change nothing. It would only legitimize any future IDF operations in the country.
