Venezuelan President Nicolas Maduro on November 5 approved a proposal by his ruling party to initiate “armed resistance” if the United States attacks the country.
The U.S. has been escalating against Venezuela since last August, when it doubled the reward for the arrest of Maduro to $50 million on drug trafficking charges then deployed a large naval force with thousands of marines to the Caribbean Sea on a so-called “counter narco-terror operation”.
“[The proposals] have been approved, and the United Socialist Party of Venezuela must immediately begin implementing them by developing operational plans for every street and community, so that our people — calmly, with restraint, yet with determination and courage — remain at the highest state of readiness,” Maduro said at the congress of the United Socialist Party of Venezuela, broadcast by Venezolana de Television.
Maduro added that he had received a document outlining “a set of ideas to transition from an unarmed struggle to an armed one to safeguard territorial integrity, dignity and the right to peace and the country’s future.”
The plan involves preparing the population under the constitutional framework of universal national defense for a potential national and continental armed struggle in the event of a U.S. attack, according to him.
“Threats and psychological warfare from the American empire have persisted for the last 12 weeks,” Maduro said, reinforcing his call to bolster the country’s defense capabilities to “make Venezuela impregnable.”
“Something serious in Venezuela is unlikely,” he added, but urged citizens to prepare for the worst and to “strengthen the Bolivarian Revolution.”
Venezuela has been mobilizing and conducting military exercises since the start of the escalation by the U.S. In the last few weeks, the country’s military took additional steps to prepare for such a scenario, like deploying air defenses and decoys.
Since September, U.S. military has carried out 15 strikes against boats allegedly carrying drugs in the Caribbean and the eastern Pacific Ocean, killing 66 people. The latest strike, which targeted a boat in the eastern Pacific, was announced by Secretary of Defense Pete Hegseth on November 5.
In a post to X announcing the strike, Hegseth vowed to “terminate EVERY vessel with the intention of trafficking drugs to America to poison our citizens.”
“Protecting the homeland is our TOP priority. NO cartel terrorist stands a chance against the American military,” he added.
Recent reports by U.S. media suggest that the administration of President Donald Trump is nearing a decision on an attack against Venezuela.
The New York Times revealed that multiple options are being considered by the administration, including an attempt to capture or kill Maduro himself after declaring him a cartel leader, and even a ground operation to occupy the country’s oil fields.
The Venezuelan military is heavily armed. However, the U.S. military is way more capable. This explains why Maduro has adopted a plan on “armed resistance”. An asymmetric approach would be the only chance for the country to fight back, due to the imbalance in traditional power.

at this point it is difficult to oversee how much of the misery in venezuela was created by sanctions, how much by businessmen who deliberately make it worse to get rid of the maduro government by smuggling food out of the country to not have to sell it for the prices the goverment enforced and how much by bad management and political descisions of the government.
