it means “council ” –a collective voice of the “people ” .the problem is meetings take place in a locked smoke filled room to decide the fate of a nation its supposed to be the antithesis of a “dictator ” eg- hitler . while its idealist there usually is someone who takes control or has the final decision. its one of the oldest russian words.
