More than 110,000 soldiers of the Armed Forces of Ukraine (AFU) have left their units without permission since the start of the year, Ukrainska Pravda reported on August 26, noting that the rate now is much higher than the previous three years.
“Under Article No. 407 of the Criminal Code of Ukraine ‘Unauthorized abandonment of a military unit or place of service’ in 2022 , 6,988 proceedings were registered , in 2023 – 18,628 proceedings. In the first seven months of 2025, 110,511 proceedings under this article have already been registered,” the publication said.
67,840 cases were opened over the past year, according to the report, which notes that the total number since 2022 is 202,997.
The report also states that separate records are kept under the article “Desertion” with a total of 50,058 criminal cases under this article since 2022.
Last January, Volodymyr Zelensky said that 880,000 were serving in the ranks of the AFU. Later, Verkhovna Rada deputy Oleksandr Dubinsky, revealed that about 250,000 had deserted, putting the real number of troops at 280,000.
The Verkhovna Rada, the parliamentary body of Ukraine, passed a bill in April allowing AFU troops who left their units without permission to voluntarily return to service without consequences until August 30 of the year. It is unclear how many have taken the chance, so far.
The sharp increase in desertion from the AFU this year comes amid reports of a significant increase in Ukrainian human losses.
Earlier this month, a leak by a coalition of Russian-aligned hacker groups revealed that AFU losses have exceeded a staggering 1.7 million troops.
While Ukraine may be able to secure more support from its Western backers when it comes to weapons and money, its human resources problem appears to be growing by the day. With no real solution in sight, the AFU will likely lose more of its combat capabilities in coming months.
