Syria’s Islamist-led interim government on April 12 deployed its forces around a strategic dam in northern Syria, under a deal with the Kurdish-led Syrian Democratic Forces (SDF).
The official Syrian Arab News Agency (SANA) reported “the entry of Syrian Arab Army forces and security forces into the Tishrin Dam … to impose security in the region, under the agreement reached with the SDF”.
Tishrin Dam is located on the Euphrates River, some 90 kilometers to the east of the northern Syrian city of Aleppo. The dam plays a strategic role as it is one of the few crossing points across the Euphrates into Kurdish-controlled areas in northeastern Syria.
In December of 2015, the SDF, with direct support from the United States-led coalition, captured the dam from ISIS. Later amid the collapse of the Assad regime in December of 2024, the Turkish-backed Syrian National Army launched an offensive against the Syrian Democratic Forces to take the dam, which led to a subsequent counteroffensive of the SDF. Hundreds from both sides were killed in the battle.
On April 10, a Kurdish source told AFP that the SDF’s autonomous administration in northeast Syria had reached agreement with the interim government on running the dam.
Speaking to the news agency on April 12, a separate Kurdish source said that the deal, supervised by the U.S.-led coalition, stipulates that the dam remain under Kurdish civilian administration.
The deal also calls for a joint military force to protect the dam, and for the withdrawal of Turkey-backed factions “that seek to disrupt this agreement”, according to the SANA.
What appears to be U.S. military vehicles can be seen in video footage allegedly showing the deployment of government forces near Tishrin Dam. This indicates that the coalition is playing a key role in the deal between the interim government and the SDF.
The deal is a part of a broader agreement reached on March 10 between Syria’s interim President Ahmed al-Sharaa and SDF commander Mazloum Abdi, aiming to integrate the institutions of the autonomous administration into the interim government.
After the deployment of government forces near Tishrin Dam, the SDF announced that Abdi had met with two representatives of the government at the northeastern city of al-Hasakah to discuss the next steps within the integration agreement.
“During the meeting, the two sides discussed the implementation of the agreement’s provisions, as well as the need to continue de-escalation and the cessation of hostilities in Syria, including protecting the Tishrin Dam from military attacks. The formation of a committee to discuss the return of forcibly displaced persons from all Syrian regions was also discussed,” a statement released by the group reads.
All in all, the agreement between the interim government and the SDF appears to be moving forward. However, the two are yet to agree on key issues, like how exactly the autonomous administration and Kurdish forces will be integrated into the government.
