Russia’s Putin Held First Phone Call With Syria’s New President

Russian President Vladimir Putin on February 12 held his first telephone conversation with Syria’s new president Ahmed al-Sharaa.

While Russia has been in contact with Syria’s transnational government, the phone call marked the first high-level communication between Moscow and Damascus since the fall of the Assad regime last December.

During the call, Putin and al-Sharaa “thoroughly discussed” the situation in Syria, according to the Russian official TASS news agency.

Putin emphasized that Russia remained committed to the principle of “unity, sovereignty and territorial integrity of the Syrian state.”

The news agency also reported that the two leaders also discussed the need to implement “a series of measures in order to ensure a sustainable improvement of the situation in the country, and step up intra-Syrian dialogue involving the leading political, ethnic and religious groups.”

Putin wished success to the new Syrian president, pointing to the historical ties of friendship between the two countries’ people.

The Russian president also confirmed that Moscow was ready to continue assisting Damascus in improving the social and economic situation, particularly by providing humanitarian support.

On economic ties, TASS said that Putin and al-Sharaa discussed cooperation in trade, economic, educational and other fields, particularly based on the outcome of the talks that a Russian inter-agency delegation held in Damascus recently.

The leaders agreed “to maintain this sort of useful communication” to boost bilateral cooperation, according to the news agency.

Overall, the Kremlin described the conversation with al-Sharaa as “constructive, business-like and substantive.”

From its side, the state-run Syrian Arab News Agency said that al-Sharaa emphasised to Putin “the strong strategic ties between the two countries and Syria’s openness to all parties” in a way that serves “the interests of the Syrian people and strengthens Syria’s stability and security.

It also reported that Putin extended “an official invitation to Foreign Minister Asaad al-Shaibani to visit Russia.”

The focus of ongoing Russian-Syrian talks is said to be the future of Russian bases on the Syrian coast, the naval base in Tartus port and the air base in Hemiem airport. In a recent interview with The Washington Post, Syrian Defense Minister Murhaf Abu Qasra said that his country could keep both bases open. Still, the two sides are yet to reach an agreement.

All in all, the relationship between the two counties appears to be improving slowly but surely. Syria’s new rulers have so far refrained from taking sides in any regional or international axis, thus it is clear that they recognize the importance of balancing the influence of different actors in the country, including Russia, instead of engaging in meaningless conflicts.
