Vladimir Putin telephoned Ilham Aliyev to apologise for the tragic incident. He noted that the plane was landing amid Ukrainian drone attacks on cities in the North Caucasus.
The two leaders discussed the situation in a telephone conversation initiated by the Russian side. Vladimir Putin apologised for the fact that the tragic incident took place in Russian airspace and once again expressed his deep and sincere condolences to the families of the victims and wished a speedy recovery to the injured,’ the Kremlin said in a statement.

The Kremlin noted that the Azerbaijani plane made several attempts to land at Grozny airport. At the time, Grozny, Mozdok and Vladikavkaz were attacked by Ukrainian combat drones, and Russian air defences repelled these attacks,’ the statement said.
The plane crashed three days ago, on 25 December. It was on a flight from Baku to Grozny and made two unsuccessful attempts to land at Grozny airport due to fog, poor visibility and the ‘Kover plan’, which requires all aircraft in the air to land immediately or withdraw from a certain area, Rosaviatsia reported. Of the 67 people on board, 38 died, including seven Russians.

Azerbaijan Airlines stated that ‘physical and technical external interference’ was the cause, while the Azerbaijani transport ministry also reported ‘external interference’.

a manpad (infra-red guided) would have hit one of the engines, but both engines were still intact.
a full-sized sam would have blown a small airliner like this straight from the sky.
the damage pattern didn’t look like that of a deliberate sam attack.
it looked more like a combination of debris and shrapnel.
so it was probably an exploding drone, or a sam hitting a nearby drone.
this plane wasn’t a target, it was just in the wrong place at the wrong time…
i agree that an ir manpads would not have caused this damage. nor would a sam from a buk; as you say it would have blown the plane out of the sky (70kg warhead). but a non-ir manpads such as the british javelin (not the usa fgm-148 which is anti-tank) would do this type of damage since it is not heat-seeking and has a small 0.6kg warhead. but good luck in finding the launcher, sas commandos know to clean up their trash…..
it seems that was a pantsyr sam (a small one indeed) to hi the plane. i do not understand if the place was under drone attack, or it was just a mistake like the teheran one (2020) by tor-system. and why the plane did not an emergency landing in grozny or any other viable airfield, military included.
