Another batch of secret documents of the Security Service of Ukraine (SBU) was leaked online. The following reports of heads of SBU departments in different settlements in the Donbass were left by the staff of the SBU in Mariupol when they were fleeing the war-torn city. As a result, the secret documents were found by Russian forces.
There are secret reports and classified correspondence on the implementation of measures in accordance to the decision of the SBU Board on activities in the Donetsk region and towards Russia.
The SBU staff in different settlements reported on informational operations, recruitment of agents for cooperation with security forces, filtration of civilians and hunt on pro-Russian citizens in the Donbass.
The operations of the SBU were aimed at undermining the internal situation in the Republics, sowing panic among the civilian population and spread of pro-Ukrainian propaganda. The set of measures that can be observed in the documents below shows that the main goal of the SBU was to inflict maximum damage to the civilian population of the region, including the creation of unbearable living conditions, an increase in crime and hindering the work of local social vital services, including hospitals, ambulances, energy and water supply facilities, etc.
All the following operations were conducted in 2016-2018, far before the beginning of the Russian military operations in Ukraine. The illegal activities of the Kiev regime were accompanied by its attempts to blame Russia for the same operations in the war-torn regions, based on fake news revealed in the following documents.

Please be informed that in pursuance of paragraph 5.1 of the decision of the SBU Board of 07.10.2016, approved by the order of the SBU dated 17.10.2016 № 004, the Department of CIIS of the SBU takes measures to:
- – create real operational positions among the leaders of terrorist organizations, separatist movements, illegal paramilitary formations in order to influence the operational situation and induce them to abandon illegal activities:
within the framework of the SCP № 154 “Siren” (dated 31.12.2015), with the classification “terrorist and extremist activity”, the information on one of the main functionaries of the Ministry of Information of the “DPR” (departmental institution of the so-called “DPR”, which carries out, among other things, the preparation, coordination and dissemination of anti-Ukrainian propaganda, thereby acting as the main information body of influence on the society of the ORDLO (note: Separate districts of Donetsk and Luhansk regions)) is being checked. In order to create real operational positions among the representatives of the “DPR” MIP, to influence the operational situation and to persuade them to abandon illegal activities, the SBU identified a person “K.V.S.”, a resident of Volnovakha district, and a person “Z.A.M.”, a resident of Kostiantynivka, who have a stable contact with one of the main functionaries of the “DNR” MIP and may be used by the latter to carry out activities to the detriment of Ukraine’s information security. Verification measures are being carried out with the aim of possible involvement of the latter in confidential cooperation.
- – to divert the efforts of enemy special services to specially created false objects of imaginary importance, to create conditions for effective information support of active counterintelligence measures:
in order to divert the efforts of enemy special services to specially created false objects of imaginary importance, to create conditions for effective information support of active counterintelligence measures, it was received information that panic is actively spreading among the representatives of the terrorist organization “DNR” and the lack of morale is recorded. Taking into account the above-mentioned, in order to undermine the situation in the ranks of the illegal armed group “DNR”, to further inflame panic, to form a negative attitude and discredit the so-called leadership of the “DNR”, to obtain information about the members of the illegal armed group “DNR” who are planning to lay down arms, to promote information about the all-Ukrainian program “Waiting for You at Home”, it is planned to conduct a special information operation “Nine” (letter of approval to the State Committee of the Security Service of Ukraine No. 25260e of 08.06.17). The purpose of the special operation is to undermine the situation in the ranks of illegal armed formations and to distract the attention of the representatives of the mentioned terrorist organization to a false object. The following tasks will be solved in the course of the JS
– dissemination of information on the facts of looting, lack of morale, fatigue from combat operations, the real state of affairs in the ranks of the illegal armed groups of the 9th Separate Marine Brigade of the First AC of the so-called “DPR”
– preparation and dissemination of materials on the facts of concealment of non-combat losses among the personnel, facts of desertion and food supply by the leadership of the 9th regiment;
– bringing to the audience the facts of non-compliance with the Minsk agreements by the militants of the so-called “DPR”.
– bringing to the target audience positive examples of the “Return home” program implementation.
- – reducing the effectiveness of illegal activities of terrorist organizations and weakening their control over the occupied territories
– in order to divert the efforts of the enemy special services to specially created false objects of imaginary importance, to create conditions for effective information support of active counterintelligence measures, the measures taken in the framework of the JCS “Siren” №154 of 31.12.2015, identified a person who currently holds the leading position of the “Ministry of Information of the “DPR”, shapes the ideology and information policy of the “DPR”, coordinates anti-Ukrainian media and actively promotes the ideology of the “Russian world”. At the same time, his daughter and her family live in the territory controlled by the Ukrainian authorities. Taking into account the above-mentioned, it is planned to conduct a special information operation (hereinafter referred to as SIO) under the name “Kinship” in several stages united by a single idea – coordinated successive special information actions (letter of approval of the State Committee for Intelligence of Ukraine No. 25101e of 20.03.2017, approval of the State Committee for Intelligence of Ukraine No. 30/3/1-4713 of 06.04.2017, in.№2068/1t of 19.04.2017).
The purpose of conducting the SJ is to reduce the effectiveness of the activities of the terrorist organization “DPR”, discredit the so-called “authorities of the said organization and the leadership of the so-called “Ministry of Information of the DPR” in the eyes of the residents of the temporarily occupied territory, actualization in the information space of the fact of their close family ties in Ukraine and their receipt of benefits allocated from the budget of Ukraine. The main channels of information dissemination are domestic mass media, TV channels, mostly Ukrainian Internet resources, communities of socially oriented networks of neutral, patriotic and pro-Russian orientation.
In addition, in order to reduce the effectiveness of the illegal activities of terrorist organizations and weaken their control over the occupied territories, the Department of the State Security Service of Ukraine in the framework of the SCP № 154 “Siren” (dated 31.12.2015), with the classification of “terrorist and extremist activities”, is checking information about one of the main functionaries of the Ministry of Information of the “DNR” (departmental institution of the so-called “DNR”, which carries out, among other things, the preparation, coordination and dissemination of anti-Ukrainian propaganda. In order to reduce the effectiveness of the illegal activities of the terrorist organization “DPR” and the activities of the MIP “DPR” as its component, through the capabilities of the agent “Patriotka” (c.f. No. 269), the information “trends” produced and disseminated by the representatives of the MIP “DPR” are constantly monitored and measures are taken to counteract the negative information influence. Thus, during the reporting period, in order to counteract the identified main “trends” of the MIP “DPR”, the IEC of the Department with the involvement of operational sources from the expert environment prepared and disseminated the following position materials through information campaigns:
– to counteract the information trend “negligence of the Ukrainian military, non-involvement of the Russian Federation in the sabotage in Balakleya” on 17.04.2017, a counter-information action was held under the title “Russian sabotage in Balakleya was liquidated and did not achieve its goals”
– in order to counteract the information trend “DPR will not resume selling coal to Ukraine until the latter restores water supply to Crimea” on 18.04.2017 a counter-information action was held under the title “Miners have not been paid salaries for months at the “nationalized” mines of the “DPR””

The prepared position materials were posted on local Internet resources with a total daily number of visitors of more than 150 thousand people/day and in the communities of social networks “VKontakte”, “OK” and “Facebook” (more than 78) with a total number of participants of more than 600 thousand people, which in turn allowed to convey objective information to citizens, including the occupied part of Donetsk region, and thereby weaken the control of the so-called “DPR” authorities over the occupied territories.
- Conducting special information operations in the uncontrolled territories in order to inform local residents about significantly higher social standards in the territories controlled by the Ukrainian authorities, about the advantages in education, employment, treatment, etc;
with the aim of conducting special information operations in 4 uncontrolled territories to inform local residents about significantly higher social standards in the territories controlled by the Ukrainian authorities, about the advantages in education, employment, medical treatment, etc. and to weaken the control of the occupied territories by illegal armed groups. The Department is planning to conduct a series of offensive, united by a single idea, coordinated with each other sequential special information actions – special information operation “Education in the DPR”. Thus, in the course of the JS, the tasks of discrediting the level of education offered by the leaders of the so-called “DPR”, encouraging Ukrainian citizens to leave for permanent residence in the territory controlled by the Ukrainian authorities and enroll young people in higher educational institutions of Ukraine, preventing the outflow of qualified potential personnel to the so-called “DPR” will be solved. The target audience of the SJU are: citizens of Ukraine, residents of the temporarily uncontrolled territory of Ukraine, primarily school graduates, users of the Russian and Ukrainian segments of the Internet. And also on bringing to the audience through the channels of information dissemination (including through controlled communities of anti-Ukrainian orientation and public resources that have a significant attendance in the temporarily uncontrolled territory of Ukraine) messages about the inadequacy of the quality of education offered by educational institutions of the occupied territory, non-recognition of diplomas of the so-called “DPR/LPR” by the countries of the world.
According to clause 6.1. of the IAC of the Office, in order to take effective measures to organize filtration and verification measures to detect the facts of Ukrainian citizens traveling to the Russian Federation (migrant workers, private entrepreneurs, etc.) in compromising situations on the territory of the Russian Federation, as well as recruiting approaches to them by Russian special services, the following measures were taken. Due to the capabilities of the available operational sources (“Y.1.1.”, “T.O.V.”, “R.A.B.”), counterintelligence search activities have been organized among persons who periodically travel to Russia. No recruiting activities or the fact of involvement in covert cooperation and use of the above-mentioned category of citizens to the detriment of the state security of Ukraine was established.
According to clause 6.2 – CI Department, in the reporting period, as a result of the measures taken to identify among the IDPs persons involved in the creation of agent networks of the Russian special services and the so-called “DPR”, destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of illegal armed (military) formations, no information was received.

We would like to inform you that the SCDCI of the SBU, pursuant to the decision of the SBU Collegium of 07.10.2016, is taking the following measures:
– in pursuance of paragraph 5 of the decision, the GVKZE, together with the VKIB of the Department, in the course of implementing measures for counterintelligence protection of the information space of the state, in order to counteract information aggression by the Russian Federation, illegal armed groups and terrorist organizations, discrediting the “government” of the so-called “DPR”, conducted an information campaign under the title: “Water with the taste of radionuclides will be tomorrow! Today, long live the Russian world!”.
The position papers prepared on 13.04.2017 were posted on local Internet resources with a total daily number of visitors of more than 250 thousand people/day (http://www. 62. ua, http://www. mariupolnews. com, ua, http://www. ostro. org, http://uanos.com) and in the communities of social networks “Vkontakte”, “OK” and “Facebook” (more than ZO) with a total number of participants of more than 1 million people.
Also, in the course of implementation of measures on counterintelligence protection of the information space of the state, in order to counteract the information aggression of the Russian Federation, illegal armed groups and terrorist organizations, discrediting the “government” of the so-called “DPR”, the DIU, together with the VKIB of the Department, conducted an information campaign under the title: “New Chernobyl is being prepared in the “DPR” – militants use mercury plant for radioactive burials”.
The prepared position materials on 27.04.2017 were posted on local Internet resources with a total daily number of visitors of more than 250 thousand people/day (http://www. 62. ua, http://www. mariupolnews. com, ua, http://www. ostro. org, http://uanos.com) and in the communities of social networks “Vkontakte”, “OK” and “Facebook” (more than ZO) with a total number of participants of more than 1.5 million people.
Pursuant to clause 6.1., in order to counteract threats to state security in the channel of labor migration, an analysis of the facts of cooperation between metallurgical and machine-building enterprises of Ukraine and the Russian Federation was carried out in order to determine the possibility of filtering measures among persons who periodically travel to the Russian Federation, CIS countries and return to the territory controlled by Ukraine.
It was found out that PJSC “Kramatorsk Heavy Machine Tool Building Plant” (hereinafter – PJSC “KZVV”, EDRPOU 00222999, legal (actual) address: 84306, Donetsk region, Kramatorsk, ul. Oleksy Tikhogo, 6, Chairman of the Board – General Director – Bondar Yuriy Grigorievich), specializes in the production of universal special machines designed for the energy, metallurgical, oil and gas industries, mechanical engineering and railway transport, as well as machines of single and small-scale production, performs modernization and maintenance of machines, both of its own production and other manufacturers.
Actual control: 97.7% of the shares of PJSC “KZVV” belong to the offshore Cyprus company Zubria Holdings Limited, which, according to operational data, is controlled by Yefimov M.V. (deputy of the Verkhovna Rada of Ukraine from the Petro Poroshenko Bloc) and Bliznyuk S.A. (son of the former governor of Donetsk region).
The enterprise works on the orders of PJSC “Novokramatorsk Machine-Building Plant”, PJSC “Energomashspetsstal” (Kramatorsk), as well as with enterprises of the Russian Federation, Belarus, Uzbekistan, Kazakhstan and other countries of the world.
Employees of PJSC “KZVV”, who periodically travel abroad on issues of cooperation and interaction between contracting enterprises, including to the Russian Federation, were identified – financial economist Chashchina Kateryna Olehivna and head of the legal department Kiyan Marina Vladimirovna, with whom a conversation was held on the subject of possible involvement in compromising situations in the Russian Federation and possible recruitment campaigns against them. It was found out that there were no proposals to cooperate with representatives of the Russian special services.
PJSC “Starokramatorsk Machine-Building Plant” (short name – PJSC “SKMZ”, EDRPOU 05763642, actual and registered address: 84302, Donetsk region, Kramatorsk, Gorky Street, acting Chairman of the Board – General Director – Pylypenko Vasyl Vasylovych), specializes in the production of auxiliary, precision rolling and forging and pressing equipment and other products.
The founders and ultimate beneficial owners – controllers are the citizen of Ukraine Blyzniuk Serhii Anatoliiovych (Deputy Director of PJSC “EMSS”, member of the Supervisory Board of PJSC “KZVV”, owns shares of PJSC “KZVV” and PJSC “SKMZ”) and the citizen of Ukraine Ulyashenko Liudmyla Andriivna (Deputy Director for Economic Affairs of PJSC “EMSS”, member of the Supervisory Board of PJSC “KZVV”, owns shares of PJSC “KZVV” and PJSC “SKMZ”).
It was also established that PJSC “SCMZ” cooperates in the “import” mode with the enterprise-resident of the Russian Federation, namely with OJSC “Magnitogorsk Iron and Steel Works”.
The employees of PJSC “SCMZ”, who periodically travel abroad on issues of cooperation and interaction between counterparties, including from the Russian Federation – Deputy Director Radion Ivanovich Sishchenko and Director for Commerce, Economics Oleg Nikolayevich Kislovsky, were identified, with whom a conversation was held on the subject of possible getting into compromising situations in the territory of the Russian Federation and possible recruitment campaigns against them.
‘It was found out that there were no offers to cooperate with representatives of the Russian special services.
SE “Artemsil” – (EDRPOU 00379790, legal and actual address: 84545, Donetsk region, Soledar, Chkalova str., la, acting General Director – Dolya V.I.), specializes in the production of rock salt.
In particular, a survey was conducted among two employees of the SE “Artemsil”, who, according to their professional duties, constantly travel to Russia and the CIS countries to get into the field of view of the Russian special services or in compromising situations abroad, namely: the head of security Babkin Oleksiy Mikhailovich and the head of the trade union Popov Andriy Petrovich.
In the course of the survey it was established that these persons from March 14 to 18 were on a business trip in Minsk (Republic of Belarus), where a meeting of representatives of trade unions of industry and agriculture of European countries was held (including 34 representatives from Russia). It was found that there were no offers to cooperate with representatives of foreign special services.
In addition, the SBU identified a citizen of Ukraine, who in 2016, during a visit through the uncontrolled territory of Donetsk region to Russia, came to the attention of the Russian special services and was possibly recruited by them to periodically travel to Ukraine to conduct recruitment campaigns for Ukrainian citizens who may have access to state secrets or work at state enterprises, institutions or organizations, as well as to collect information on the locations of military units of the Armed Forces of Ukraine, the number of personnel of military equipment, etc. According to the received data, the said citizen plans to go to the controlled territory of Ukraine for the purpose of employment and possible performance of tasks assigned to him by the Russian special services with further transfer of the established information to the latter. According to this fact, officers of the Bakhmut MB of the Security Service of Ukraine in Donetsk region and the State Tax Service of Ukraine in Donetsk region were oriented to thoroughly check the person during the crossing of the checkpoint, including filtration measures.
In view of the above, in order to take measures to counteract threats to state security in the channel of labor migration, the units of the Department (through the line of the CEE) are taking measures aimed at identifying, preventing and localizing recruitment actions of the Russian special services to citizens of Ukraine who are employees of strategically important industrial facilities and who periodically travel abroad.

Pursuant to the decision of the SBU Collegium of 07.10.2016, the Volnovakha District Department of the SBU Office in Donetsk region conducted a number of counter-intelligence measures.
Pursuant to paragraph 5.1. in order to fully counteract real and potential threats to the state security of Ukraine, the unit aimed at creating conditions for the launch and conduct of offensive counterintelligence measures in the temporarily occupied territories.
Thus, the Volnovakha Regional Intelligence Department conducted the following counterintelligence measures, namely, in order to influence the operational situation and persuade to abandon illegal activities in the environment of one of the illegal paramilitary formations of the so-called “DNR”, the work on creating real operational positions is being carried out.
In addition, work is currently underway to create real operational positions among the leaders of terrorist organizations and separatist movements.
Also, measures aimed at distracting the efforts of the enemy special services to specially created false objects of imaginary importance and to create conditions for effective information support of active counterintelligence measures are being carried out on a regular basis. As a result, the local population in the territory of operational support has a more negative attitude to the illegal activities of illegal terrorist formations in the territory uncontrolled by the Ukrainian authorities.
By means of information and propaganda activities, the forces and means of the Volnovakha Military District Police Department are taking measures aimed at reducing the effectiveness of illegal activities of terrorist organizations and weakening their control over the occupied territories.
Also, on an ongoing basis, with the help of sources, special information operations are conducted in the uncontrolled territories in order to inform local residents about significantly higher social standards in the territories controlled by the Ukrainian authorities, namely, in order to raise the patriotic sentiments of citizens of the temporarily occupied territory of Ukraine, support the local pro-Ukrainian population and emphasize the futility of the existence of the so-called “DPR”, an offensive special information campaign called “Charge of the patriots” was conducted.
This action was brought to the defined target audience with objective and specially prepared information, namely, photo materials in the form of leaflets were distributed through a controlled channel on the territory of the “DPR” (the area of the mine “Lidiyivka”, Kirovsky and Netrovsky districts of Donetsk at a distance of km from the city. Donetsk at a distance of km in depth from the contact line), which highlighted the message on the issues under the title “Choose your format”, and materials about the unity, independence and sovereignty of our state under the title “Ukraine is one”.
A similar event was held in the territories of Oleksandrivka village of Mariiskyi district of Donetsk region and Hrudivske village of Donetsk city, which is temporarily not controlled by the Ukrainian authorities.
Photo/video recording of these events was made. Operational sources located in the temporarily occupied territory documented the fact of special information operations.
In the reporting period, a counter-propaganda campaign was conducted through the media aimed at denying the participation of residents of the operational service areas in the illegal armed formations.
Pursuant to clause 6.1, the unit organized measures to filter and check the citizens of Ukraine from the territory of operational support, who traveled to Russia, possibly got into compromising situations and became the objects of recruitment approaches to them by the special services of the Russian Federation.
During the first half of this year, the unit conducted about sixty counterintelligence interviews of persons who got into compromising situations in Russia, ten of which provided operationally significant information, officially issued certificates of the interview were registered in the IAV.
Pursuant to clause 6.2, the unit, through operational and official positions in the bodies of the Department, organized and continues to work to identify among the IDPs persons possibly involved in the creation of agent networks of the special services of the Russian Federation and the so-called DPR, destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of illegal armed groups.

Through information and propaganda activities, the forces and means of the unit carry out measures aimed at reducing the effectiveness of illegal activities of terrorist organizations and weakening their control over the occupied territories.
Also, on a regular basis, with the help of sources, special information operations are conducted in the uncontrolled territories in order to inform local residents about significantly higher social standards in the territories controlled by the Ukrainian authorities.
Thus, in February 2017, in order to raise the patriotic sentiments of citizens in the temporarily occupied territory of Ukraine, to support the local pro-Ukrainian population and to emphasize the futility of the existence of the so-called “DPR”, an offensive special information campaign – special information operation “Charge of Patriotism” was conducted.
The specified action was brought to the target audience of objective and specially prepared information, namely, photo materials in the form of leaflets were distributed through a controlled channel on the territory of the “DPR” (the area of the mine “Lidiyivka”, Kirovsky and Petrovsky districts of Donetsk at a distance of 7 km from the city. Donetsk at a distance of 7 km in depth from the contact line), which highlighted the message on the issues under the title “Choose your format”, and materials about the unity, independence and sovereignty of our state under the title “Ukraine is united”.
A similar event was held on the territory of Oleksandrivka village of Mariisk district and Trudivske village of Donetsk city, which is also temporarily not controlled by the Ukrainian authorities.
Photo/video recording of these events was made. Operational sources located in the temporarily occupied territory recorded the fact of special information operations.
Pursuant to paragraph 5.6, measures were organized to obtain information on the trends in the development of the situation in the uncontrolled territory in preparation for the illegal elections to the local “authorities” of the so-called “DPR”, the establishment of public and political associations that plan to participate in them, the activities of political leaders, “leaders” and militants of the so-called “DPR”, as well as their Russian curators. In case of receipt of information on the above-mentioned issues, the General Directorate of the Criminal Investigation Department and the General Directorate of the SBU Office in Donetsk region are immediately informed in T-1 mode.
In addition, operational sources have worked out relevant tasks aimed at obtaining information on the formation of a group of international observers who, in the event of illegal elections to local “authorities” in the territory of the unrecognized republic, are ready to monitor them.
Pursuant to clause 6.1, measures were organized to filter and check the citizens of Ukraine from the territory of operational support, who traveled to the Russian Federation, possibly got into compromising situations and became the objects of recruiting approaches to them by the special services of the Russian Federation.
During the 1st half of 2017, the unit conducted 4 counterintelligence interviews of persons who got into compromising situations during their stay in Russia.
Pursuant to clause 6.2. through operational and official positions in the bodies of the Department, the work on identifying among the IDPs persons possibly involved in the creation of agent networks of the special services of the Russian Federation and the so-called DPR, destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of illegal armed groups, is organized and continues.

At the moment, the city department is searching for residents of Debaltseve who have the appropriate operational capabilities in order to involve them in confidential cooperation and consider the issue of launching active counterintelligence measures with their participation. In addition, in pursuance of paragraph 6.1. the city department conducts filtration and search activities among persons traveling to Russia (migrant workers, private entrepreneurs) aimed at identifying the facts of Ukrainian citizens getting into compromising situations, as well as recruiting approaches to them by the Russian special services. Currently, we have processed 64 persons of the so-called “migrant workers” and are studying 3 persons from this category who may be of interest to the Security Service of Ukraine. Also, in pursuance of paragraph 6.2., the city department on a regular basis carries out measures aimed at identifying persons among the IDPs involved in the creation of intelligence networks of the Russian special services and the so-called “DPR”, destabilization of the situation in Ukraine, separatist and terrorist activities, etc.
At present, no information on the above-mentioned direction, which could be of interest for the Security Service of Ukraine, has been received.

Pursuant to the decision of the SBU Board of 07jh0.20.16i: approved by the order of the SBU of 17.10.2016 №004 “On the status and effectiveness of operational and service activities of the bodies and units of the Security Service of Ukraine in the area of the anti-terrorist operation in Donetsk and Luhansk regions, Sloviansk MB took a number of the following measures:
Pursuant to the n.5.L, using the operational capabilities of the agent “Neck” (c.-f. №1357 of 21.10.2016), conditions were created for the initiation and conduct of offensive counterintelligence measures in Donetsk city and his further involvement in reducing the effectiveness of illegal activities of terrorist organizations.
Also, in order to further create obstacles to the functioning of illegal communication enterprises, television and radio broadcasting companies that pursue anti-Ukrainian, anti-state policy, the city department established a full list of employees of the so-called “State Enterprise “Radio and Television Transmitting Center” of the DNR” (reference No. 56/35-1382t of 14.06.2017).
On 05.04.2017, for the purpose of organizing counterintelligence work, accumulation of materials of illegal activities of the central “authorities” of the so-called “DNR”, their ministries, deputy corps, city and district “authorities”, the Sloviansk MB started a separate volume of the SCZ No. 116 (volume No. 20) “Materials on the organization of counterintelligence activities in the field of counterintelligence protection of national statehood in the territory of operational support of the Sloviansk MB of the SBU Office in Donetsk region”, in which the materials are accumulated
Thus, the city department carried out the following work:
On 01.06.2017, information about the processes in the occupied territory was received and the information was sent to the Main Department of the Security Service of Ukraine Office in Donetsk region (Reference No. 56/35-1259 dec) on the situation in Yenakiyevo;
Information on the situation in the occupied territory was received from the agent “Clip” (Reference No. 56/35-914 t of 18.04.2017).
In order to inform the residents of the temporarily occupied territory of Donetsk region about the significantly higher social standards in the territories controlled by the Ukrainian authorities, Sloviansk MB conducted the following counter-propaganda information campaigns:
“The heads of the DPR are becoming the richest people in the republic” (Reference No. 56/35/434 dec. of 01.03.2017)
“Driven to the brink or how the occupiers in the DPR were driven to the brink” (Reference No. 56/35/436 dd. 01.03.2017)
“The wealth of DPR leaders against the background of total impoverishment of Donetsk residents” (Reference No. 56/35/818 of 06.04.2017).
The City Department, in order to improve the mechanism of the so-called “economic” blockade of terrorist organizations, to effectively apply sanctions against Russian enterprises that have established financial relations with companies in the territories uncontrolled by the Ukrainian authorities, received information on the functioning of Donetsk of PE SPE “Synthesis” (EDRPOU code 30314547, Donetsk, Razdolnaya str., 18, bldg. 13, director – Petko Oleg Ivanovich, born on 12.05.1971), which is a taxpayer to the DPR Ministry of Internal Affairs and pays taxes in the territory controlled by Ukraine (information is being clarified. The counterparties of PE SPE “Synthesis” are:
– Rusink LLC, Russian Federation, Moscow region, Krasnogorsk district, Krasnogorsk, Optical lane, 1A;
– Select-Oil LLC, Russian Federation, Krasnodar region, Krasnodar, Moskovskaya str. 1, bldg. 53.
According to the information received, the supply of goods between PE SPE “Synthesis” and the specified counterparties is carried out past the state border of Ukraine through the temporarily uncontrolled checkpoint “Novoazovsk – Veselo-Voznesenka”.
In pursuance of clause 6.1. in order to prevent the commission of a crime by citizen Abramov E.V. under Art. Ill of the Criminal Code of Ukraine, Sloviansk MB conducted a public individual preventive measure in the form of an official warning (reference No. 56/35- 1183dsk of 25.05.17). Abramov E.V. got into a compromising situation on the territory of the Russian Federation, in particular, the said citizen was detained by an officer of the Federal Security Service of the Russian Federation during his stay in Balashikha, Moscow region for labor purposes.
In pursuance of paragraph 6 .2. in order to detect among the IDPs persons involved in the creation of agent networks of the special services of the Russian Federation and the so-called “DPR”, destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of the illegal armed groups, the city department in the course of work under the SCP №301 “Flora” is checking a number of persons, in particular, from among the IDPs, possibly involved in the agent network of the “Alexa” facility.
In addition, the Sloviansk MB acquired an agent “Ben” c.f. № 2025 dated 21.04.2017 with the appropriate capabilities to work in this direction.

This operational source is planned to be sent to the temporarily occupied territory of Donetsk region in the nearest future.
Also, Kostyantynivske MPC conducted 3 special information operations in the uncontrolled territories in order to inform the local residents about significantly higher social standards in the territories controlled by the Ukrainian authorities, about the advantages in education, employment, medical treatment (“Ukraine is home for everyone” of 11.05.2017. “The cost of free of charge in the territory of ORDLO” of 31.05.2017 and “Achievements of “DIR”
and “LI IR” of 3 1.05.201 7).
According to clause 5.6, 8 informations in T-1 mode were sent to the Head of the Office on the tendency of the situation development in the uncontrolled territories.
According to its. 6.1, filtration measures aimed at detecting the facts of Ukrainian citizens traveling to the Russian Federation getting into compromising situations on the territory of the Russian Federation, as well as recruiting approaches to them by Russian special services, are carried out on an ongoing basis.
In pursuance of para. 6.2, with the aim of identifying persons involved in the creation of agent networks of the Russian special services and the so-called “DIIR”, destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of illegal armed groups, Konstantinovsky District Police Department initiated the CI1 №305 “Legion” of 24. 01.01.2017, SCP No. 321 “Crew” of 17.02.2017 and SCP No. 346 “Policeman” of 07.04.2017, within the framework of which the illegal activities of the objects of the case and persons involved in illegal activities to the detriment of the national interests of Ukraine are documented. Also, a public individual preventive measure was taken against Markov S.M., aimed at preventing this person from falling into the field of vision of the Russian special services (№56/28-835t of 08.06.201).

in pursuance of para. 5.1 of the decision of the SBU Collegium, the Pokrovske Interdistrict Department takes counterintelligence measures to select, study and possibly involve in confidential cooperation persons (among the leaders of terrorist organizations, separatist movements, illegal paramilitary groups) who can provide operationally significant information that could be used to initiate and conduct active counterintelligence measures, special information operations, improve the mechanism of the so-called “economic” blockade of terror Thus, during the reporting period, the Pokrovsk DIU studied and engaged in confidential cooperation the agent “Horobryi” (No. 2049), who is currently in the temporarily occupied territory with the aim of infiltrating the illegal armed formations of the so-called “DPR” and further initiating active counterintelligence measures.
Pursuant to paragraph 6.1 of the decision of the Board of the Security Service of Ukraine, the Pokrovsk District Department of Internal Affairs in the course of filtration and verification measures to identify the facts of Ukrainian citizens traveling to Russia (migrant workers, private entrepreneurs, etc.) in compromising situations on the territory of Russia, as well as recruiting approaches to them by Russian special services, identified 67 persons, 8 of whom were in compromising situations on the territory of Russia or served sentences in penitentiary institutions of Russia. During the study and verification of these citizens of Ukraine, no information on the recruitment approaches of the Russian special services to them was received.

Pursuant to p.5.1 of the decision of Collegium 1 of the BCOZ, low-level intelligence and verification measures are being carried out on a regular basis with the involvement of operational sources (including in the territory of the subcountries of the so-called “DPR”), additional briefings are being held and tasks are being worked out aimed at reducing the effectiveness of illegal activities of terrorist organizations and weakening their control over the captured territories. Purposeful work is being carried out to select new operational sources from among the representatives of illegal armed groups of the so-called DPR and measures are being taken to create a DIA to encourage them to cooperate.
At the same time, during the reporting period, the Department did not receive any operationally significant information on these issues.
In pursuance of item 6.1. during the reporting period, in the course of measures taken to counter the intelligence activities of foreign special services, hierarchical and terrorist attacks or terrorist activities using the work radio channel, special units did not receive any data on Ukrainian citizens getting into comical situations on the territory of the Russian Federation, no facts of recruitment approaches to them by Russian special services were established.
At the same time, according to the results of the relevant tasks of the covert apparatus, it was established that in accordance with the Resolution of the Cabinet of Ministers of Ukraine №367 of 04.06.2015 “On approval of the Procedure for entry into and exit from the temporarily occupied territory of Ukraine”, the State Migration Service of Ukraine checks and subsequently grants special permission for entry into the temporarily occupied territory of Ukraine, namely the Autonomous Republic of Crimea, to foreigners and stateless persons.
According to the operational information. 1 The State Migration Service of Ukraine in Donetsk region issues the above-mentioned permits on a weekly basis in the total amount of about 10 pieces, the vast majority of them to citizens of the Russian Federation.
At the moment, on the initiative of the 1st Department of the BCOZ Department, a request was sent to the Main Directorate of the State Migration Service of Ukraine in Donetsk region to verify the above operational information.
In the future, it is planned to establish a mechanism of interaction with the Main Directorate of the State Migration Service of Ukraine in Donetsk region to organize and conduct a congruent intelligence survey of foreigners and stateless persons (possibly EXCLUSIVELY citizens of the Russian Federation) who apply for a special permit, and to identify persons involved in the activities of foreign intelligence services acting to the detriment of the state interests of Ukraine.
For the implementation of /i. 6.2 the personnel of the I B CCD of the Department is focused on carrying out, during the operational duty at the EECP “1 way”, filtration measures to detect among the citizens crossing the line of contact, persons possibly involved in the special services of the Russian Federation and the so-called “DPR”, in the creation of agent networks, separatist and terrorist activities. \ including participation in hostilities as part of illegal armed groups.
No operationally significant information on these issues was received during the reporting period.

– Counterintelligence interviews were conducted with 167 IDPs.
– According to the results of the survey, no common approaches were revealed.
– No persons involved in the agent networks of the Russian special services and the so-called “DPR” were found.
– No persons involved in the destabilization of the situation in Ukraine, separatist and terrorist activities, including participation in hostilities as part of illegal armed groups were identified.
– Among the IDPs, the recruitment of the agent “Vasiliev” (c.f. No. 2257) was carried out, as well as the candidate for recruitment as an agent “Laura” (c.f. No. 2235) was involved in confidential cooperation.
– URP / CRS against IDPs suspected of involvement in the agent networks of the special services of the Russian Federation and the so-called “DPR” were not initiated.

p.6.2. A citizen of Ukraine Victoria Moreva (12.12.1987, born in Makiivka, resides at the address: Donetsk, Chervonogvardiyskiy ave., 6, apartment 24) was identified among the IDPs, she was recruited to the agent apparatus of the so-called “MGB of the DPR”.
In particular, it was found out that while crossing the contact line at the checkpoint in the settlement of Oktyabr, Donetsk region (temporarily occupied territory}, during the document check, V. Moreva was invited by an unidentified employee of the “MGB DNR” to the office under the pretext of an in-depth check of her identity. Later, under dictation, she agreed to cooperate with the authorities of the so-called “DPR”, readiness to provide assistance, perform tasks on the territory controlled by the state authorities of Ukraine, in terms of providing information of interest to the illegal armed groups of the so-called “DPR”, as well as to always be in touch. At the end of the receipt, the person signed a pseudonym chosen from several options for secret communication. At the same time, V.Moreva left her own data on the place of registration, residence and contact phone numbers. At the same time, there was no moral pressure or threats against the said citizen and her family members from the “MGB of the DPR”. No tasks were given.
These actions in the future could lead to an encroachment on the territorial integrity and inviolability of Ukraine, assistance to the activities of a terrorist group or organization, which is criminalized under Articles IO, 258-3 of the Criminal Code of Ukraine.
In this regard, V.Moreva was officially warned and it was explained that if she does not make proper conclusions in the future, her actions may lead to socially dangerous acts or other offenses, the responsibility for which is provided by the Criminal Code of Ukraine and is within the competence of the Security Service of Ukraine.

In order to create conditions for effective information support of active counter-intelligence measures, the 5th SBU CI Directorate is informed on a regular basis about the development of the operational situation in the territory of the ORDO (No. 56/2-3001t of 15.05.2017, No. 56/2-3334t of 29.05.2017, No. 56/2-3740t of 15.06.2017).
In order to weaken the control of terrorist organizations over the occupied territories. The Department conducted an information campaign on the Internet and social networks under the title: “A new Chernobyl is being prepared in “DL IP” – militants use mercury plant for radioactive burials”.
In order to reduce the activity of the militants, to undermine the situation in the ranks of the illegal armed groups of the so-called “DPR”, to further inflame panic, to form a negative attitude and discredit the so-called leadership of the “DPR”, including obtaining information about the members of the illegal armed groups of the so-called “DPR” who are planning to lay down arms, to promote information about the all-Ukrainian program “Waiting for you at home”, it is planned to conduct a special information operation “Nine”. Materials with proposals for the event were sent for approval to the SBU DKIB (№25260e of 08.06.2017).
In order to create obstacles to the functioning of illegal communication enterprises, broadcasting companies in the territory of the ORDO, in the framework of the Siren special information operation No. 154 (dated 31.12.2015, classification – “extremist and terrorist activity”), it is planned to conduct a special information operation called “Kinship” against the object of the case (one of the heads of the so-called of the so-called “Ministry of Information of the DPR”), who shapes the ideology and information policy of the DPR, coordinates the activities of anti-Ukrainian media1 and actively promotes the ideology of the “Russian world”. This event will be implemented in several stages, which are united and coordinated by a single plan through the implementation of consistent special information campaigns. Materials with proposals were sent for approval to the SBU DKIB (№ 25101e of 20.03.2017).
Also, directly to counteract the activities of the so-called “Ministry of Information of the DPR”, the SBU Office with the involvement of operational sources from the expert environment prepared and conducted 15 diverse counter-propaganda actions by posting on local Internet resources, including social networks “VKontakte”, “OK”, “Pacebook” (more than 78) objective information on the illegal activities of the so-called “DNR authorities” in the territory of ORDO and militants of the I LC IIM DPR.
In order to inform local residents about the significantly higher social standards in the territories controlled by the Ukrainian authorities, special counter-propaganda information campaigns “Heads of the DPR become the richest people in the republic” were prepared and conducted (reference No. 56/35-434dsk of 01. 03.03.2017); “Driven to the brink or how the occupiers in the DPR managed” (reference No. 56/35-436dsk of 01.03.2017); “The wealth of the DPR leaders against the background of the total impoverishment of Donetsk residents” (reference No. 56/35-818dsk of 06.04.2017).
Also, in order to discredit the level of education in the so-called “DPR”, to encourage citizens of Ukraine to leave for permanent residence in the territory controlled by the Ukrainian authorities, to enroll young people in higher educational institutions of Ukraine, it is planned to conduct a special information operation “Education in the DPR”. During the 2nd quarter of this year, as a result of the taken filtering and verification measures aimed at counteracting the use of the labor immigration channel by foreign special services to create agent networks on the territory of Ukraine, the GVKR in cooperation with line units and the MRN Department:

the commission of a criminal offense by citizens of Ukraine, liability for which is provided for by Art. – within the framework of counter-propaganda measures, the dissemination of materials on the negative aspects of the stay of Ukrainian “migrant workers” in the territory of the Russian Federation, other CIS countries, the involvement of the special services of these countries in possible detentions, deportations or further involvement in intelligence-subversive or other illegal activities in the form of special information campaigns on the Internet on regional resources and controlled socially oriented resources {communities), social networks “VK”, “Odnoklassniki”, “Facebook” was ensured: “Our citizens complain about problems with employment in Russia”.
The SBU DCR was informed about the results of the work on counteracting the use of the labour migration channel by foreign special services (.У? 56/2/3- 3721т of 13.06.2017).

During the 2nd quarter of this year, as a result of verification measures aimed at identifying persons involved in the creation of agent networks of the special services of the Russian Federation and the so-called “DNR” among the IDPs, the DCI in cooperation with line units and the IRI of the Department:
– 227 counter-intelligence interviews were conducted, according to the results of which 9 persons were identified who probably came to the attention of the so-called “law enforcement agencies during their visits to the ORDO. Among these citizens of Ukraine, 6 persons were identified (KNV “Observer” (c/o 978), “Oksana” (c/o 994), “Sergei” (c/o 1069), “Maya” (c/o 1095), “Bertha” (c/o 1151), “Brave” (c/o 2049)), who are undergoing preliminary investigation on the execution of operational orders for their further involvement in the agent apparatus. Verification measures are being carried out in relation to 3 citizens of Ukraine suspected of involvement in the agent network of the Russian special services.
– by conducting an individual preventive measure in relation to the object of the JCI No. 344 “Tikhonya” (dated 03.04.2017, classification “terrorist and extremist activity”), materials on one of the employees of the Donetsk Regional State Administration were implemented. who was detained by the employees of the so-called “MGB DNR” during a visit to Donetsk and to whom pressure methods were used to induce confidential cooperation to the detriment of the security of Ukraine (reference .\° 56/5/1-5422t of 16.05.2017).
– within the framework of the SCI I No. 288 “Anthracite” (v/7) K).01.2017, classification “terrorist and extremist activity”), counterintelligence measures are being taken to verify operational versions of the possible involvement of the subject of the case (forced migrant) in the agent network of Russian special services and the so-called “D1 IP” illegal armed group.

We would like to inform you that in pursuance of paragraph 16 of the decision of the SBU Board of 2E04.2017, in order to prevent sabotage, terrorist acts and other crimes at facilities of national economic importance, measures are constantly being taken on anti-sabotage and anti-terrorist protection at critical infrastructure facilities.
– In order to prevent manifestations of terrorist nature at the agro-industrial enterprise PJSC “Urozhay”, due to the existence of shortcomings in the system of protection and storage of ammonia, which was used in the production cycle in the amount of up to 1.5 tons, a general preventive measure (№56/31/4-709 of 10. 02.02.2017) in the form of sending information to the enterprise (No. 56/31/4-980 of 21.11.2016) on the need to organize counteraction to terrorist and sabotage manifestations at the facility, as well as to prevent the occurrence of emergencies with serious consequences, by taking appropriate organizational and practical measures.
– In order to prevent manifestations of terrorist nature, the emergence of crisis situations at the heat supply enterprise, strengthening operational control over the situation at the enterprises of life support of the region, on 28.02.2017, by sending the relevant information (№56/6/2-523 of 13.02.2017), a general preventive measure was carried out at the “Mariupolteplomerezha”. – GVKZE Department, in order to prevent manifestations of terrorist nature, to prevent the emergence of crisis situations, to strengthen operational control over the situation at critical infrastructure enterprises in the region, on 27.02.2017 by sending the appropriate information (№56/6/2-477 of 27.02.2017) conducted a general preventive measure at the SE “Mine “Yuzhnodonbaska named after M.S. – The Pokrovsky District Department of the Administration informed (№56/32-217 of 25.03.2017) the head of the Pokrovsky railway junction of the regional branch “Donetsk Railway” of the PJSC “Ukrainian Railway” about the need to take urgent measures to minimize the negative consequences in case of emergencies. As a result, the relevant explanatory work was carried out among the employees of the “Pokrovsk Station”: a person responsible for anti-terrorist measures was appointed; a plan of measures to prevent possible terrorist acts and acts of unlawful interference in the activities of the JV “Pokrovsk Station” was developed. – Slavyansk MB of the Office, in order to prevent the occurrence of emergencies and terrorist attacks at postal facilities, on 21.03.2017, by sending appropriate information, conducted a general preventive measure at the Donetsk Directorate of the Ukrainian State Enterprise of Postal Service “Ukrposhta” (№56/35-611 of 21.03.17). According to the results of the information (in.356 of 05.04.17), the management of the enterprise took appropriate organizational and practical measures (reference №56/35-843 of 06.04.17)
– Pokrovskyi District Department of Internal Affairs informed (out.№56/32-307nt dated 18.04.17) SE “Myrnohradvuhillya” about the need to strengthen security and improve the mechanism of interaction between the enterprise and law enforcement agencies, due to the high degree of vulnerability and insufficient level of protection of the SE. According to the response (out. №146 dated 04.05.17), the management of the SE “Myrnogradvuhillya” on 20.04.2017 issued instruction №194 “On measures to strengthen security”, which was brought to all employees, worked out actions in case of detection of explosive devices, developed a plan of measures and schemes of notification of the threat of terrorism, as well as worked out an algorithm for informing law enforcement agencies.
– Pokrovskyi District Department of Internal Affairs informed (out. №56/32-305nt of 18.04.17) the head of the Selydivskyi Central Control Center of “DTEK Donetskoblenergo” about the need to strengthen security and improve the mechanism of interaction with law enforcement agencies, due to the high degree of vulnerability and insufficient level of protection of the enterprise. According to the response (in. 125 from 19.04.17), the management of the Selydivskyi CPC held an explanatory conversation with the employees, restricted the access of unauthorized persons to the office premises, worked out and communicated to the employees the action plans and warning schemes in case of a threat of a terrorist attack, as well as developed a memo “Memo of priority actions in case of detection of explosive devices”.
– Pokrovskyi District Police Department informed (out. №56/32-304nt of 19.04.17) the head of the station Grodivka of the regional branch “Donetsk Railway” of PJSC “Ukrainian Railway” about the need to strengthen security and improve the mechanism of interaction with law enforcement agencies. According to the response (out. №126 of 19.04.17), the management of the Grodivka station by the order №165 of 19.04.2017 appointed a person responsible for anti-terrorist measures, developed a plan of measures to prevent possible terrorist acts and acts of unlawful interference in the activities of the station and worked out a warning scheme. An unscheduled briefing was held with employees on “Actions in case of a terrorist emergency”.

– The Bakhmut MB Department informed (out. №56/27-806nt of 11.04.17) the management of LLC “Eastern Bus Stations” (bus station of Bakhmut) about the need to strengthen the security of the station. – Volnovakha City Department of Internal Affairs (out. 56/29-1360nt of 26.04.17) informed “Lux-service” LLC about the need to conduct briefings with employees of subordinate bus stations on security issues, ensuring control over luggage, passengers’ belongings, working out the algorithm of actions of employees in case of a terrorist threat, placing in the premises of bus stations a memo describing the algorithm of actions of employees in case of detection of suspicious objects and receipt of anonymous reports of the preparation of a terrorist act. According to the response (out. №513нт of 10.05.17), the management conducted explanatory work and briefed the employees of the bus station on these security issues, introduced a log of security briefings, and placed the relevant memos on the territory of the bus station.
– Bakhmut MB Department (out. №56/27-883 of 25.04.17) informed Vuhlehirska TPP of PJSC “Centrenergo” (Donetsk region, Svitlodarsk) about the need to strengthen the security regime and compliance with the Law of Ukraine “On Combating Terrorism”, strengthening control among TPP employees for the detection of suspicious objects left unattended on the territory and near the TPP, conducting appropriate explanatory and informational work among TPP employees. – Bakhmut MB of the Department informed (out. №56/27-882 of 25.04.17) the management of Myronivska TPP of PJSC “DTEK Donetskoblenergo” on strengthening the security regime and compliance with the Law of Ukraine “On Combating Terrorism”, strengthening control among TPP employees for the detection of suspicious objects on the territory and near the TPP, conducting appropriate explanatory and informational work among TPP employees. – Boikivsky District Police Department informed (out.№56/37-683nt of 24.04.17) the Department of Education of the Nikolsky District State Administration on countering terrorist manifestations. According to the response (№388 of 15.05.17), the Department of Education of the Nikolsky District State Administration held a working meeting with the heads of educational institutions and preschools. In educational and preschool institutions, control over the provision of access to the premises has been strengthened, the staff of the institutions organized a constant inspection of the adjacent territory.
– The Bakhmut MB Office informed (out.№56 27-886nt of 25.04.17) “Knauf Gypsum Donbas” LLC (EDRPOU 31279540. Soledar, Bakhmut district). – The Pokrovsk City Police Department informed (out. №56/32-341 nt of 20.04.17) PJSC “Clay of Donbas” on strengthening the protection and improving the mechanism of interaction with law enforcement agencies in PJSC, due to the high degree of vulnerability and insufficient level of protection of the enterprise. According to the response (out. №151 of 11.05.17), the management of PJSC “Clay of Donbass” conducted explanatory work among employees in accordance with the “Memo of priority actions in case of detection of explosive devices”, strengthened security throughout the territory of the PJSC. and also developed and communicated to employees a plan of measures and notification schemes in case of a terrorist threat.
– Pokrovskyi District Police Department informed (out.№56/32-353nt of 27.04.17) the management of PJSC “VESCO” on strengthening the security and improving the mechanism of interaction of PJSC with law enforcement agencies, due to the high degree of vulnerability and insufficient level of security of the enterprise. According to the response (in.№147), the management of PJSC “VESCO” held a meeting at which all employees were acquainted with the “Memo of priority actions in case of detection of explosive devices”, the company has a round-the-clock dispatch service that notifies managers and authorized services in case of emergency situations, on holidays an additional duty schedule is drawn up, and the security service works at the PJSC, which carries out the access regime to all office, warehouse and other premises located in the protected area.
– Bakhmut MB of the Department informed (out.№56/27-885nt of 25.04.17) SE “Artemsil” on strengthening the security regime and compliance with the requirements of the Law of Ukraine “On Combating Terrorism”, strengthening the control of employees of the SE for the detection of suspicious objects on the territory and near the enterprise, organizing and conducting explanatory and informational work. According to the response (in.№368нт from 23.05.17), the SE management conducted explanatory work7 among the employees, briefed the security guards, revised the requirements for the access control, and planned to install additional video surveillance equipment.
– On 19.05.2017, Kostiantynivka City Department of Internal Affairs informed Inkor & Co LLC about the prevention of possible terrorist crimes. According to the response (out. №819-173), the company has taken measures to prevent emergencies and eliminate the prerequisites for terrorist manifestations, namely: conducted explanatory work among employees, strengthened the security of the enterprise and placed memos on information stands in the workshops of the enterprise. According to the response (out. №353nt of 15.05.17), the management of the LLC has developed a set of measures for priority actions in case of detection and use of explosive devices, held a meeting with employees on the issue of strengthening the security regime, compliance with the requirements of the Law of Ukraine “On Combating Terrorism”, strengthened the access regime at the enterprise, placed on the information stand “Memo of priority actions in case of detection of suspicious objects”.

The Main Department in Kramatorsk of the Security Service of Ukraine Office in Donetsk region, in order to ensure anti-sabotage and anti-terrorist protection of weapons and ammunition depots, important military facilities and critical infrastructure facilities located in the territory of the operational support of the Department, carried out measures aimed at preventing emergencies, terrorist acts, sabotage and eliminating the preconditions for their occurrence.
– On 27.03.2017 a general preventive measure was conducted in
in relation to the management of LLC “Kramatorsk Teploenergo”, which is aimed at preventing emergencies, terrorist acts and sabotage, eliminating the prerequisites for violating the conditions of integrity and protection of critical infrastructure (№56/31/4-1328ДСК of 27.03.2017).
– On 02.03.2017, a general preventive measure was carried out in
in relation to the management of the Kramatorsk Vodokanal, which is aimed at preventing emergencies, terrorist attacks and sabotage, eliminating the prerequisites for violating the conditions of integrity and protection of critical infrastructure facilities (56/31/4-970DSC of 02.03.2017).
– During the implementation of measures aimed at identifying objects of
possible terrorist vulnerability at important military facilities and critical infrastructure facilities, the Main Department in Kramatorsk of the SBU Office in Donetsk region jointly with the leadership of the operational group of the Main Directorate of the SBU CID in the ATO area, the leadership and servicemen of the military unit A0222, revealed shortcomings in the state of protection of the RAO facility of the military unit A1352.
It was established that the territory of RW warehouses and warehouses of elements of engineering and fortification structures directly borders with the territory of Kramatorsk (so-called bulk road) and the field protective forest belt (distance up to 100 m). These infrastructure elements provide an opportunity to freely observe and penetrate the facility, both technically and physically.
Protective engineering structures (barbed wire borders) are in a state that does not perform protective functions and is not an obstacle to penetration into the protected regime facility.
On 18.05.2017, the leadership of the military unit A1352, in response to the relevant information of the General Directorate in Kramatorsk of the Security Service of Ukraine in Donetsk region (56/31/1-866nt of 13.05.2017), sent a response to the General Directorate in Kramatorsk of the Security Service of Ukraine in Donetsk region (in.№341nt of 18.05. 2017), which states that in order to prevent possible facts of penetration into the places of concentration (storage) of military destruction means on the territory of the base camp “Sarmat”, in particular, the field warehouse of the RAO of the A1352 ATC and the RAO warehouse of the AZ546, including the use of UAVs, the command of the A1352 and AZ546 took the following measures:
– the security unit, which ensures the places of concentration (storage) of military destruction means on the territory of the base camp “Sarmat”, in particular, the radioactive waste storage of the military unit AZ546, was briefed on the types of penetration, forces and means that can be used in this case, including the possible use of UAVs, actions aimed at detaining subversive groups (individuals) and preventing sabotage in the protected area;
auxiliary engineering structures and facilities were restored and brought into proper condition, additional means of protection and systems of preliminary detection of penetration (light and noise charges, sound and noise systems, etc.) were installed.
In order to prevent the use of illegal armed groups (individuals) as a camouflage of the shelterbelt, the lighting of the shelterbelt was carried out and the vigilance over the territory adjacent to the protected object was increased.

Colonel Karpenko O.I., in order to prevent sabotage and terrorist acts at the facilities of important defence and economic importance, the Boykivskyi District Department of the SBU Office constantly takes appropriate measures.
Thus, in the area of operational responsibility of the unit, in Nikolske district, near the village of Nikolske and the village of Malynivka, there is a warehouse with ammunition of the reserve of the 40th artillery brigade (total area about 4 hectares). The warehouse stores a large number (several tens of thousands) of artillery ammunition of caliber from 120 to 152 mm. The guard consists of servicemen of the guard battalion of the 40th Artillery Brigade.
At the end of 2016, the Boyko MPA revealed a number of shortcomings in the protection and defense of the specified facility, about which the management of the Department informed the military command. According to available data, the shortcomings were eliminated, the security of the warehouse was strengthened. The operational officer of the department in cooperation with the operational officer of the military counterintelligence unit and through available operational capabilities constantly monitors the situation around the military facility.
In order to organize the interaction for the protection of critical infrastructure facilities (three gas distribution stations), the Boyko District Police Department, together with the Nikolske Police Department, held a relevant operational meeting (Minutes No. 19/1 of 17.02.2017) and agreed on joint emergency response.

Within the framework of collecting the evidence base on Russian aggression, the SBU D1AZ was informed about the revealed facts of participation of former and active servicemen of the Russian Federation Armed Forces in the armed conflict in Donetsk region {No. 56/2-3956 of 23.06.2017).

As part of the organization of cooperation with the regional units of the military counterintelligence of the SBU DCR to implement a set of measures for the anti-sabotage and anti-terrorist protection of weapons and ammunition depots, important military facilities, an orientation was prepared and sent to the 3rd Department of the 5th Directorate of the Main Military Counterintelligence Department of the SBU DCR “On measures for anti-sabotage and anti-terrorist protection” (A? 56/2-3947 dec. of 23.06.2017).
At present, the 3rd Department of the 5th Directorate of the Main Department of the Security Service of Ukraine in cooperation with the inter-district units of the Security Service of Ukraine in Donetsk region, in pursuance of the “Plan of measures of the Security Service of Ukraine to detect and prevent terrorist and sabotage acts at bases, arsenals and storage facilities of military munitions”, organized search operations around the administrative and technical territory of the military unit A4176 {Central Artillery Base of the Armed Forces of Ukraine, with the deployment in the village of Paraskoviyivka. Paraskoviyivka, Bakhmut district, Donetsk region). In the course of the mentioned event, the issues of detection and seizure of self-made light markers with autonomous power sources, which can be used for orientation of UAV flights, possible launch (landing) sites of UAVs, caches with destruction means and equipped observation posts were practiced. The results of the conducted work were reported to the 5th SBU CI Department (№ 17.5 3 1364t of 14.06.2017).
Also, the Department implemented a number of informations on the issues of anti-sabotage and anti-terrorist protection at critical infrastructure facilities, as a result of which the management of enterprises, institutions, organizations took a set of anti-sabotage measures. Anti-terrorist measures, including emergency prevention (No. 56/3/2- 1391 of 23.06.2017, No. 56/28-80/ of 01.06.2017. No. 56/29-1621 of 25.05.2017. No. 56/29-1625 of 25.05.2017. No. 56/32-353 of 27.04.2017. No. 56/32-416 dated 24.05.2017, No. 56/32-417 dated 24.05.2017, No. 56/32-4/8 dated 24.05.2017, No. 56/41- 2530 dated 19.06.2017).

Pursuant to clause 10 of the decision of the SBU Collegium (Order of the SBU Head of 17.10.2016 No. 004) in order to form passports of threats to the national security of Ukraine, the SBU CID received the following information in the framework of the issue “Problems of the state defense order, formation and development of the economic and defense sector” in the component “economic operational line”.
In particular, the information was received on the situation at the Action “LRZ “Motor” (SRIUU 08029701, head Marakulin Volodymyr Yuvenaliyovych, 43006, Lutsk, Kivertsivska str. Z, currently employs 943 workers, is part of the SC “Ukroboronprom”), which is a monopoly specialist in the repair of aircraft engines for military aircraft types AL-21F-3 (installed on aircraft: Su-17. Su-20, Su-22, Su-24). AL-31F (installed on aircraft: Su-27, Su-30), RD-33 (installed on aircraft: MiG-29), GTDE-1 17(-1) (installed on aircraft: Su-27, MiG-29) and VKA (installed on aircraft: Su-27). The main supply of spare parts to SE “LRZ “Motor” was carried out from the Russian Federation. Due to the deterioration of relations between Ukraine and the Russian Federation, any cooperation in the military-technical sphere was terminated. The lack of official channels for the supply of necessary spare parts led to the termination of about 80% of contracts related to the repair and maintenance of engines.
In 2015, the SE “LRZ “Motor” offered its professional services to the countries of the CPA, which are in service with combat aircraft manufactured by the Russian Federation. at the same time, the issue of supply of spare parts from the Russian Federation remained unresolved.
Information on individuals (citizens of Ukraine) who organized the supply channel of spare parts for jet engines repair from Russia was promptly received. Thus, it is known about three persons headed by a Russian citizen “P” who lives in Tula. Mr. P, by prior conspiracy with officials of the “Tulamashzavod” (which manufactures military products), receives spare parts for aircraft engines and transfers them to the temporarily uncontrolled territory of Donetsk region to interested parties headed by citizen A, who, in turn, transports them to Pavlohrad across the contact line (in a disassembled state under the guise of household spare parts). The next stage is the sale of spare parts to citizen “L” (the owner of several commercial structures that specialize in the supply of spare parts, including aviation), who through his own companies sells these spare parts to the “LRZ “Motor” using forged documents on the information about the manufacturer and product quality.
