Liwa Fatemiyoun (or the Fatemiyoun Division) is an Iranian-backed Afghan Shia militia operating in Syria. Liwa Fatemiyoun is one of the most notable Iranian-backed forces supporting the Syrian government in its operations against terrorists across the country. The group reportedly numbers up to 14,000 members.
Liwa Fatemiyoun has been deeply involved in operations of the Syrian Arab Army against ISIS in the provinces of Homs and Deir Ezzor.

It seems that the guy on 15:27 is playing northern Afghan song. It could be from Balkh (1st choice), or Mazar-I-Sharif. Which brings us to ethnicity, which is far more complicated. It could be Ghilzai (1st choice), or, Persianized Pashtuns who know call themselves Tajik (wild description of Tajik). Or even Uzbek.
Very interesting. Wonder what their stake in all this is? Do they get a share of oil profits? Or are they just poorly-paid mercs? Appear to have good morale and effective fire and movement strategies – perhaps russian-trained
